REPAIR/OVERHAUL OF WP-3D HYDRAULIC FLIGHT CONTROL ASSEMBLY (2)

Amendment 0002 is issued to extend the due date for quotes to April 19, 2024 at 4:00 PM EST Amendment 0001 is issued to dissolve the small business set aside and convert the solicitation to full and open. THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE.

THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. This synopsis/solicitation 1305M224Q0068 constitutes a Request for Quotation (RFQ) and incorporates provisions and clauses in effect through Federal Acquisition Circular 2024-03.

The National Oceanic and Atmospheric Administration (NOAA), Office of Marine and Aviation Operations (OMAO), Aircraft Operations Center (AOC), Lakeland, FL has a requirement for evaluation and determination of the cause of malfunction and/or leak of WP-3D flight control assemblies, control boosters, and their subcomponents. Repair or overhaul and return to NOAA AOC.

Period of Performance: 30 days after contract award. The Government will award a firm fixed price contract based on the Lowest Priced Technically Acceptable (LPTA) quote. Quote shall include all costs associated with the CLIN unless otherwise indicated on the vendor’s quote. This RFQ is being reissued as full and open. The associated NAICS code is 336413, Other Aircraft Parts and Auxiliary Equipment, with a Size Standard of 1250 Employees.

Additionally, each offeror must provide the following information with the quote: The Request for Quote (RFQ) number; The Name, Address, Telephone Number, and DUNS Number of the Offeror; Technical Information Include a statement specifying the extent of agreement with all terms, conditions, and provisions included in the RFQ. Quotes that reject the terms and conditions of the RFQ may be excluded from consideration; Acknowledgment of Solicitation Amendments (SF-30), if any.

A completed copy of the representations and certifications at FAR 52.212-3. Address the ability of meeting the requirements per the Statement of Work/Schedule/Requirement. All questions must be submitted in writing to Wendy.Culbreth@noaa.gov within 9 days of solicitation issuance. Telephone inquiries will not be honored. All responsible sources may submit a quotation which shall be considered by the agency. Quotes must be submitted by 4:00 P.M. Eastern on April 12, 2024 via e-mail to Wendy.Culbreth@noaa.gov.

Any award resulting from this RFQ will be made based on LPTA. The anticipated award date is on or about April 19, 2024. Contractors are encouraged to register with the Contract Opportunities Vendor Notification Service as well as the Interested Vendors List for this acquisition (see applicable tab within Contract Opportunities where this synopsis/solicitation is posted). Quoters must be registered in the SAM database to be considered for award.
