The Centers for Disease Control and Prevention intends to award a sole source firm fixed contract extension to Sage Pursuits, Inc. DBA Envision Technology Partners, 7995 E Prentice Ave. STE 305E Greenwood Village, Colorado 80111-2713, in relation to it’s ongoing support of Immunization Information Systems for the following jurisdictions: American Samoa, Arkansas, Northern Mariana Islands (CNMI), Colorado, Connecticut, Delaware, FSM, Guam, Kansas, Kentucky, Marshall Islands, Missouri, Nevada, New Hampshire, New Mexico, Oklahoma, Palau, Philadelphia, South Carolina.
This notice is provided in accordance with FAR 5.203(a). This contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1 “Only one responsible source and no other supplies or services will satisfy agency requirements”. Envision currently provides support for Immunization Information Systems for the jursidictions listed above via contractual relationships directly with these jursidictions.
CDC needs to award contracts to augment technical support services for IIS in these jurisdictions. It is not feasible for CDC to award a contract to any contractor other than Envision. It would be disruptive and inefficient to have two IIS vendors or system integrators providing the same type of operations, maintenance and enhancement services to a single IIS.
Additionally, Envision is the only entity capable of performing these services for the jurisdictions for which Envision provides IIS services because the IIS software it provides is proprietary. Therefore, the software and system changes contemplated in this requirement can only be performed by the software owner, Envision. All responsible sources may submit a capability statement, proposal or quotation to Matthew Nelson, Contract Specialist, at mnelson2@cdc.gov, which shall be considered by the agency.
The deadline for submissions is COB February 23, 2024 The Government will review any/all information submitted to determine if other responsible sources exist that could provide this requirement. Information received in response to this announcement will be used solely for the purpose of determining whether to conduct a competitive procurement.
