Classical Swine Fever Virus (CSF) Vaccine, C-strain

Pursuant to FAR 13.5 and FAR 6.302-1, USDA, Animal and Plant Health Inspection Service (APHIS), intends to award a sole source supply contract in that only one responsible source and no other providers will satisfy agency requirements (see attached justification). The contract will be for a five-year Indefinite Delivery, Indefinite Quantity (IDIQ) contract for Classical Swine Fever Virus (CSF) Vaccine, C-strain Modified Live Virus (MLV). The contract will also include contractor storage of vaccine.

This will be a Firm-Fixed Price (FFP) contract under FAR PART 12 Acquisition of Commercial Items with CEVA Sante Animale, 10 Avenue De La Ballastiere, Libourne, France, 33500. EIN: NCN7A7J3LED5. This is not a request for competitive proposals. The Government seeks to purchase one million doses of the CSF vaccine initially per the attached justification. The requirement is essential to meeting the government's needs.

Any interested sources including small businesses capable of providing the product are encouraged to provide detailed capability information. A determination by the Government not to compete this requirement will be based on responses and 9 CFR 104.2 since only permitted products may be purchased. No requests for capability briefings will be honored as a result of this notice. Interested sources who submit data are responsible for appropriately marking information if it is proprietary in nature.

The Government will not award a contract based on the information received, nor reimburse participants for information they provide. Information provided is strictly voluntary.
