THIS PRESOLICITATION NOTICE IS ISSUED FOR INFORMATIONAL PURPOSES PRIOR TO THE ISSUANCE OF THE SOLICITATION. THIS IS NOT A REQUEST FOR PROPOSAL, QUOTE, OR BID. The U.S. Department of Agriculture, Forest Service anticipates issuing a Small Business Set-Aside, Request for Proposal opportunity for General Road-Civil Construction indefinite-delivery indefinite-quantity (IDIQ) contracts on the Green Mountain National Forest (GMNF).

The multiple award IDIQs will include general road/civil construction and maintenance at multiple locations throughout the GMNF in Vermont. The construction and maintenance will primarily consist of road and other transportation related repair and construction; however, it may include other civil engineering construction work typically performed by road construction and excavation type contractors.

The applicable North American Industry Classification System (NAICS) is 237310. The Small Business Administration size standard is $45 million. The IDIQs will have a shared ceiling of $10 million. The ordering period of the IDIQs will be for five (5) years from the effective date of the award or when the shared ceiling of $10 million is reached, whichever comes first. It’s anticipated that two task orders will be issued at the time of IDIQ award.

The estimated magnitude for the construction task order is between $25,000 and $100,000. Contractors are required to be actively registered with the System for Award Management (SAM) at www.sam.gov in order to be considered for award. No hard copies of the solicitation, supporting documents and applicable amendments, if any, will be provided.

To receive the entire solicitation package and any applicable amendments, prospective offerors must download them from the SAM.gov website at no charge in accordance with FAR 5.204. The contractor shall provide all management and project administration services, quality control, logistical support, vehicles, labor, equipment, and materials to complete the work described in the solicitation.

No reimbursement will be made for any costs associated with providing information in response to this synopsis, the pending solicitation or any follow-up information requests. The solicitation will be publicized on SAM.gov on or close to 6/2/2025.
