Lawn Care Services - National Agroforestry Center - Lincoln, NE

The United States Department of Agriculture (USDA) Forest Service, Property and Procurement Services (PPS), intends to issue a Request for Quotation (RFQ) under the number 12445025Q0020 in support of the National Agroforestry Center.

Subject to the Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Products and Commercial Services, and the Simplified Acquisition Procedures set forth in FAR Part 13. The Resultant contract, if any, will be a Firm-Fixed Price (FFP) solicitation under the number 12445025Q0020. This procurement is set aside 100% for small business concerns. Only offers from small business concerns will be accepted. The North American Industry Classification System (NAICS)

Code: 561730- Landscaping Services and the Small Business Size Standard is $9.5M. Please ensure you have or have added this NAICS in System for Award Management (SAM).

NOTICE TO OFFERORS: The offeror shall submit their quote to Jocelyn Hayes, by email at jocelyn.hayes@usda.gov with a courtesy copy to Yolanda Padilla at yolanda.padilla@usda.gov no later than Thursday, August 21st, 2025, at 11:59 p.m. Eastern Time (ET). It is the offer’s responsibility to confirm receipt of the quote.

The following items shall be included: Completed and signed by offeror, SF-1449 Solicitation, item, block 17a, 30a, b and c. Schedule of Items (Section B) Representation and Certification (Section E) Completed Experiences Questionnaire (Attachment 4) Complete Past Performance Questionnaire for each project listed in the Experiences Questionnaire sent via email directly from the references (Attachment 5) Questions about this solicitation to Jocelyn Hayes, shall be submitted in writing via email to jocelyn.hayes@usda.gov by August 15th, 2025, at 11:59 pm Eastern Time (ET).

It is the quoter’s responsibility to confirm receipt of the quote. Submissions that do not include all of the required elements or information may be excluded from the selection process. Quoter may submit an alternative Bid Schedule.

If submitting an alternative Bid Schedule, the quoter shall clearly indicate how all requirements of the SOW will be met with line items as proposed, and all shall be Firm Fixed Price without estimated quantities.
