The USDA Forest Service (FS), Procurement & Property Services (PPS), East is issuing this synopsis as a means of complying with the USDA’s policy in the Contracting Desk Book, SUBPART 413.3—SIMPLIFIED ACQUISITION METHODS, 413.303 Blanket Purchase Agreements (BPAs).

The USDA FS intends on awarding a competitive BPA Call Order against multiple award schedule BPA for Multiple Award BPAs for Reforestation/NNIS Treatment located at USDA’s Contract Portal, awarded against solicitation number: These areas have been identified by ONF timber personnel for timber harvest operations, road reconstruction, as well as other management actions.

Chemical Site Preparation or Release Requirements, Mechanical Site Preparation, Tree Planting Requirements, Manual Cutting Timber Stand Improvement Requirements, Mechanized Cutting Timber Stand Improvement Requirements, Non-Native Invasive Plants (NNIP) Treatments and Hemlock Woolly Adelgid Insecticide Treatment. The attached general SOW is attached which describes each task in detail and pre-work meeting associated with this BPA. This is not a solicitation.

This synopsis notification of intent to award a BPA Call order does not constitute a request for proposals or submission of any information in response to this notification. This procurement is restricted to those approved companies eligible for call orders under the Multiple Award BPAs for Reforestation/NNIS Treatment Blanket Purchase Agreements (BPA) for USFS with agreement numbers 12444121A0003 through 12444121A0010. There are currently 8 businesses that will receive this solicitation.

The Call Order shall be issued via email to those companies listed on the BPA. Any changes to the Call Order RFQ shall also be emailed to those companies listed on the BPA. Point of Contact is randall.taylor@usda.gov.
