This is a COMBINED SYNOPSIS/SOLICITATION for commercial services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. Federal Acquisition Circular (FAC) 2024-06 Solicitation number 12443924Q0052 is issued as request for quotation (RFQ). The acquisition procedures at FAR Part 12 are being utilized. The Government anticipates the award of a firm fixed-price, purchase order.
Award will be made to the responsible offeror whose quote responds to the terms of the RFQ and is most advantageous to the government. It is the intent of this Solicitation to secure services for growing and planting river cane (Arundinaria gigantea) transplants from rhizomes secured on National Forest System lands (see maps for general locations). No materials other than maps and access to river cane rhizomes will be furnished by the Government unless specifically identified as Government furnished Property.
In addition, an initial field visit on the first, second or third day of rhizome collection will be arranged to discuss the process and answer questions. See Attached Statement of Work (SOW). All offers shall be submitted electronically, additionally, submittals received after the deadline will not be considered. This procurement is being conducted under NAICS code 111422 Floriculture Production.
In order to be a small business under this NAICS code a business must have $3.75M or less in average annual receipts in this category. This competition is a 100% small business set aside under this NAICS code. Evaluation Factors 1) Price. a) Price will be used help determine the successful bid. 2) Experience.
a) State any experience growing river cane from rhizomes. This is the preferred experience.
b) State any experience growing woody plants from rhizomes or stem cuttings 3) Capacity. a) Provide a statement showing the capacity to produce and deliver 1400 river cane transplants All contractors wishing to do business with the federal government must have an active entry in the SAM computer system (https://www.sam.gov) and not be debarred from federal contracting. The Service Contract Act is applicable to this contract.
