Notice of Intent to Award Sole Source - Federal Interagency Council for Outdoor Recreation

This is a Notice of Proposed Contract Action Synopsis. There is no solicitation available at this time. Request for a solicitation will receive no response. Thie Proposed Contract Action is publicized to notify potential sources that RHVR intendes to award a sole-source firm-fixed price contract, on behalf of the USDA Forest Service to Ross Strategic for Federal Interagency Council for Outdoor Recreation support.

Since the inception of the FICOR, no other vendor has been contracted by Forest Service, NPS or any other federal agency to complete this work. Ross Strategic is the only vendor which can meet the qualifications and requirements essential to provide services to FICOR. Ross Strategics’ extensive senior facilitation experience and deep understanding of the FICOR is invaluable for meeting the FICOR’s continued goals and objectives.

Their familiarity with FICOR’s principals, work plan, subgroups, and ongoing coordination between agencies cannot readily be provided by any other contractor. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive quotes. A determination by the Govenrnment not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.

Information recieved will normally be considered solely for the purpose of determining whether to conduct a competitive propcurement. Date posted to SAM.gov: September 17, 2024. Date posting will close: September 24, 2024. The Notice of Intent to Award a Sole Source will be posted to SAM.GOV for 7 days in accordance with FAR 5.203(a)(l).

The North American Industry Classification System (NAICS) code is 541611. The desired period of performance for the supplies to be delivered is anticipated to be from October 1, 2024 to September 30, 2025. The responses to this synopsis will be used to confirm that this is a sole source requirement. This notice is not a Request for Proposals (RFP); it is a market research tool being utilized to determine the availability and adequacy of potential sources prior to awarding the contract.

Any information submitted by respondents to this synopsis is strictly voluntary. The Government will not pay for any information that is submitted by respondents to this notice of proposd contract action. Contractors who believe they possess the expertise and experience shall submit technical capabilities in writing to Sherreda Brown at sherreda.brown@usda.gov. Responses must be received no later than September 24, 2024 11:00 am EDT. All documentation shall become the property of the Government.

Firms responding must indicate the following information: Indicate the business size: small business or disadvantaged business, veteran owned small business or HUBZone certified, indicate the appropriate NAICS code, and UEI #. This synopsis neither constitures a Request for Quote, nor does it restrict the Government to a particular acquisition approach. This synopsis should not be construed as commitment by the Government for any purpose other than market research.

A determination by the Government not to compete this proposed award upon response to this notice is solely within the discretion of the Government. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government.
