WRNMMC is seeking to procure an organization-wide software subscription for behavioral assessments that support both leadership and team members across all departments. The software must be capable of storing assessment results for future reference, providing immediate results, and delivering actionable insights to enhance leadership effectiveness, strengthen team collaboration, and improve overall organizational performance. Industry Questions and Answers Assessment Platform Type Are you specifically seeking a commercial off-the-shelf solution such as TTI Success Insights®, DISC, MBTI, or similar behavioral/cognitive assessments, or are you open to other validated assessment platforms? WRNMMC is open to validated commercial off-the-shelf (COTS) solutions comparable to Predictive Index, TTI Success Insights®, DISC, or MBTI.

Do you require a platform that includes both behavioral (e.g., DISC, EQ) and cognitive (e.g., aptitude, problem-solving) assessments, or primarily one type? The platform should ideally include both behavioral (personality, emotional intelligence, team style) and cognitive (aptitude, problem-solving, learning agility) assessment capabilities. Certification & Administration Many behavioral assessments (such as DISC or MBTI) require certified practitioners for administration and debriefing.

Do you intend for WRNMMC personnel to obtain certification to self-administer and interpret results, or do you anticipate contractor support for facilitation and interpretation? WRNMMC intends for select government personnel to obtain certification in order to administer and interpret assessments internally If certification is required, how many government users should be certified, and are there specific accreditation standards you want them trained under?

Approximately 3–5 WRNMMC personnel, trained under the accrediting standards of the chosen platform. Licensing & Usage Should the platform license cover unlimited assessments annually, or will there be a set volume (e.g., a fixed number of assessment reports per year)? The preferred licensing model is enterprise/unlimited annual use, ensuring flexibility across the workforce. If unlimited is not feasible, WRNMMC would require a volume-based option scalable to approximately 800 assessments per year.

Is the platform intended to be hosted on government systems for exclusive internal use, or are you open to vendor-hosted (cloud/SaaS) solutions with secure government access? We are open to the optional platform. You can sow it as an option on your quote. Integration & Deliverables Should the platform integrate with WRNMMC’s existing HR systems or workforce development tools? n/a Beyond assessment results, do you require reporting dashboards, analytics, or workforce trend insights to support strategic planning?

Desirable, but not required Population & Application What is the estimated size of the workforce population expected to use the assessments? Estimated covered workforce population: 8,000–10,000 personnel (active duty, civilian, and contractors). Will the assessments be used for individual development, team alignment, leadership pipeline planning, or all of the above? Application will include all of the following:

Individual career and professional development, Team alignment and optimization, Leadership pipeline planning, and Organizational culture and engagement initiatives. Security & Compliance Are there specific cybersecurity or data privacy requirements (e.g., FedRAMP, HIPAA, DoD IL4/5 compliance) the platform must meet given the WRNMMC environment? n/a Do you require data to be stored exclusively on U.S. servers? n/a For the subject notice, may I ask the period of performance? Additionally, how many assessments does the government anticipate issuing using the acquired license each year? Lastly, does the government expect ONLY a quote or a full RFP response?

Period of Performance: Base year of 12 months, with up to 4 option years.

Annual Assessment Volume: WRNMMC anticipates approximately 800 assessments annually, subject to program growth.
