Notice of Intent to Sole Source: FIALYZER-1000 additional channel

THIS NOTICE OF INTENT IS NOT A REQUEST FOR PROPOSALS/QUOTATIONS. This notice is for informational purposes only and is not to be construed as a commitment by the Government. This procurement will be processed pursuant to FAR Part 12, Acquisition of Commercial Items and FAR Part 13, Simplified Acquisition Procedures. No solicitation will be issued. Potential sources who believe they can provide the services listed are invited to submit substantiating documentation in writing to the identified point of contact.

Information received will be considered solely for the purposes of determining whether to conduct competitive procurement. Oral communications are not acceptable in response to this notice. A determination by the Government to compete this proposed contract based on responses to this notice is solely at the discretion of the Government. Responses are to be received within seven (7) calendar days of this notice. No telephone calls are being accepted.

The United States Department Agriculture (USDA), Agricultural Research Service (ARS), ARM, Acquisition and Property Division, intends to award on a single source basis. Purchase order type will be a Firm Fixed Price awarded to FIAlab Instruments Inc. An additional channel to analyze phosphorus is required for a FIALYZER-1000 (FIAlab Instruments, Inc.) flow injection analyzer. The current instrument has three channels for measuring ammonium, nitrate and chloride.

Compatible with the existing FIALYZER-1000 System that was purchased in 2022 and includes a 240-sample autosampler, computer, software/license, consumables and reagents. Measure orthophosphate using colorimetry based on the Murphy Riley method (ammonium molybdate/ascorbic acid). Handle deionized water and sodium bicarbonate extracted samples, with an appropriate backpressure and debubbler for reactive samples.

Analytical range for soil phosphorus of at least 2.0 mg P/kg to 100 mg P/kg with a detection limit of at least 0.1 mg P/L up to approximately 5 mg P/L. Include a heater system to stabilize temperatures, as the method is temperature sensitive. Full view of fluid movement in the manifolds is required. Channel must have its own power supply, light source, and detector. Provide full purchase coverage, including shipping, installation, training, and a service warranty plan. NAICS Code is 334516. Period of Performance is estimated to be August 8, 2025 - November 7, 2025. Award is in accordance FAR 13.106-1(b)(1)(i).
