F-35 JSF EOTS Gap Analysis

NOTICE: This is not a solicitation, but rather a request for information (RFI) to determine capability of potential sources. This RFI is for informational and planning purposes only. The 402d Software Engineering Group (402 SWEG) at Robins Air Force Base (AFB), Georgia is seeking sources for software sustainment capabilities for the F-35 Joint Strike Fighter (JSF) AN/AAQ-40 Electro-Optical Targeting System (EOTS) System Technical Refresh 2 Operational Flight Program (OFP). This is not a Request for Proposal (RFP).

It is not to be construed as a commitment by the Government to issue a solicitation or ultimately award a contract. Responses will not be considered as proposals, nor will any award be made as a result of this RFI. The Air Force will NOT be responsible for any costs incurred by interested parties in responding to this request for information. The information requested by this RFI will be used within the Air Force to facilitate decision making and will not be disclosed outside the agency.

However, respondents submitting business information pursuant to this RFI should consult 41 C.F.R Part 105-60 and other implementing regulations concerning the release of such information to third parties under the Freedom of Information Act. All information submitted by respondents that they consider confidential and not releasable to third parties outside of the Air Force, and its employees, agents, consultants, and representatives must be clearly and conspicuously marked.

Capability Survey Repsonses to the Capability Survey Part I and II must be received no later than the date specified on the survey. Please ensure data is in readable electronic format that can be received through a firewall.

Note: The Government does not own or have access to the data for this requirement. The Government has determined this requirement to be non-commercial. The Original Equipment Manufacturer (OEM) and the anticipated sole source contractor for this effort is Lockheed Martin. A copy of the drafted Performance Work Statement (PWS) for this requirement is attached with the Request for Information.
