Notice of Intent to Sole Source to Mark 43, Inc.

Pursuant to FAR 13.501, the U.S. Secret Service (USSS) intends to award a sole source contract to Mark43, Inc., 8 W 40th Street 2nd Floor, New York, NY 10018 for Record Management System Software as a Service. USSS is seeking to procure services for contractor support in providing FedRAMP Record Management System (RMS) Software as a Service (SaaS) that meets federal standards to include National Incident-Based Reports System (NIBRS) and Criminal Justice Information Services (CJIS).

Mark43 is the record management system used by partner law enforcement agencies such as Metropolitan Police Department, Park Police, and Capitol Police and is currently in use by the USSS Uniformed Division (UD).

Information collected by USSS needs to be shared among other federal agencies such as the Federal Bureau of Investigation (FBI), the Department of Homeland Security (DHS), United States Park Police (USPP), United States Capital Police (USCP), and Metropolitan Police Department (MPD) to make immediate threat level determinations and actions associated with adverse information against UD personnel. This acquisition is a follow-on to contract 70US0921C70090039.

Market research was conducted with Mark43, Inc. identified as the only vendor who can satisfy the requirement. No other vendors were identified capable of providing the FEDRAMP High RMS SaaS that can interface with cloud-based record system used by Metropolitan Police Department, Park Police, and Capitol Police. The North American Industrial Classification System (NAICS) code for this effort is 334112 – Computer Storage Device Manufacturing.

This announcement constitutes the only synopsis for this requirement; and is issued for notification purposes only. No known potential alternate sources exist which could satisfy USSS’s requirement. This notice of intent is not a request for quote/proposal.

Any interested party that believes it can meet the USSS’s requirement described herein may identify themselves and must provide evidence of their capability to fulfill this requirement being requested by 4:00 PM ET on April 4, 2025. Information received as a result of this notice will be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. Submission of information does not guarantee this requirement to become a competitive procurement.

A determination by the Government not to compete this proposed requirement on a full and open competitive basis upon receipt of responses to this notice is solely within the discretion of the Government.
