CAT-B Nautical Cartography NOI

Pursuant to Federal Acquisition Regulation (FAR) Part 13.5, the National Geospatial-Intelligence Agency (NGA) intends to issue a sole source award to IIC Technologies (IIC), Inc., 5600 Rivertech Court, Suite A-B, Riverdale, MD 20737, to providing a comprehensive CAT B Nautical Cartography Program Certified to the International Hydrographic Office (IHO’s) Standard of Competence for Nautical Cartographers NGA’s Category B – Nautical Cartography Program (CAT-B).

The period of performance for this requirement is 8-month base and 4 (12) twelve-month options. IIC is the only vendor who can provide the required level of support necessary to avoid operational impacts to the vast user community.

IIC Technology Inc. has a history of providing the Maritime Safety Office Category B (CATB) Nautical Cartography training that introduce the competences from a practical level and provide the practical comprehension, along with the essential theoretical background, necessary for individuals to carry out the various nautical cartography tasks. Specifically, this training will include components of instruction: Foundations of Marine Geospatial Information; Assessment, Compilation & Production;

Marine Environment: Physical Characteristics & Legal Issues; Marine Spatial Data Infrastructure; Remote Sensing for Hydrographers. IIC Technology Inc. is uniquely positioned given their subject matter expertise in the Maritime Safety of Navigation mission to deliver a rigorous training that each student receives during the 20-week CATB training program. Any change in Contractor prior to the end of the life of the contract would impact the ability of students to complete the certification program.

This notice of intent is being published in accordance with FAR 5.2 requiring the dissemination of information on proposed contract actions. The statutory authority for this sole source procurement is 41 U.S.C. 1903 as implemented by FAR Part 13.5. Award of this requirement to a difference source would result in students in the middle of a certification program unable to complete the program. THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS..A solicitation will not be issued.

This is a special notice prepared in accordance with the format in Federal Acquisition Regulation (FAR) 5.2, Synopses of Proposed Contract Actions and is not a request for competitive proposals. However, any firm that believes it can meet this requirement may give written notification to the Contracting Officer no later than 12:00 am Eastern Time (ET) on 29 August 2024. Supporting evidence must be in sufficient detail to demonstrate the ability to comply with the requirement.

Responses received will be evaluated; however, a determination by the Government to compete the proposed procurement based on the response to this notice is solely within the discretion of the Government. The Government will issue a Justification and Approval (J&A) to support the need for a sole source award. The J&A will be posted to website http://www.beta.SAM.gov 14 days after award of the modification.
