Single Source - Water Data Subscription

The U.S. Department of Commerce (DOC), Enterprise Services -Acquisition (ES-A), located in Washington, D.C., intends to negotiate on a single source basis and award a contract to Media Analytics Limited in accordance with FAR 13.106-1(b).

OEEI is seeking to procure a 12-month data subscription product with four option years that provides detailed market intelligence on the global water sector, including market metrics (forecasts, country profiles, downloadable datasets), market dynamics (corporate activity, innovative trends and emerging technology developments, competitive market landscape), and market access information (international buyers, government regulations, foreign partners).

This is NOT a solicitation for quotations, quotation abstracts, a request for competitive quotations; or request for competitive proposals; however, all responses received prior to the closing date of this synopsis will be considered by the Government. There are four important components that are required to meet the agency’s mission.

(1) an online subscription to access information quickly and efficiently for multiple users, with preferably an online platform to view and download data;

(2) Country-level market metrics data for the water sector including market forecasts, water expenditures, water infrastructure projects, etc.;

(3) Country-level information on corporate activity and the competitive landscape for the water sector; and (4) Information on foreign government regulations in the water sector. As demonstrated in the chart above, there are no comparable vendors to Media Analytics that provide all of the critical factors identified by the agency. A determination by the Government not to compete this proposed action based upon responses to this notice is solely with the discretion of the Government.

Information received will normally be considered for the purpose of determining whether to conduct a competitive procurement. If no affirmative responses are received to determine whether a qualified source is more advantageous to the Government, a contract will be issued to Media Analytics Limited.
