NOTICE OF INTENT - MALETA - PLEASE READ THIS NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE PUBLISHED.
The Federal Bureau of Investigation (FBI) intends to negotiate a one-time, sole source, fixed price contract with Reeves & Young - 45 Peachtree Industrial Blvd. Ste 200, Sugar Hill, GA 30518. The purpose of this acquisition is to construct identified portions of the FBI ranges at the Nashville Multi-Agency Law Enforcement Training Academy (MALETA) site for a potential 18-month period of performance starting in August 2025. This contract will allow the Firearms Range Development Program to accomplish its mission of completing Phase 1 of the Firearms Range Project complying with the state of Tennessee deadline.
The FBI has prepared a Sole Source justification on a basis of other than full and open competition for the acquisition of the work needed. The government requires timely and uninterrupted completion of the Range Construction project to meet mission requirements. The State’s incumbent contractor, Reeves & Young, who is already mobilized and on-site working on the State's adjacent range project, is uniquely positioned to continue with the next phase of this project.
Their familiarity with the site, existing infrastructure, and project requirements significantly reduces the risk of delays or additional costs that would be incurred by bringing in a new contractor. Since the incumbent contractor is already mobilized and performing work locally, substantial mobilization costs that would typically arise from a new contractor are effectively eliminated.
The FBI intends to negotiate with only one source under the authority of 6.302-1 -- Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. This notice will be distributed solely through Sam.gov. Interested parties are responsible for monitoring Sam.gov to ensure they have the most up-to-date information about this acquisition. The North American Classification System Code for this requirement is 236220 Commercial and Institutional Building Construction.
This notice of intent is not a request for competitive quotations; however, interested parties may identify their interests and/or capabilities statement to this requirementby responding to this requirement to the attention of Barry McCurdy, email address: rbmccurdy@fbi.gov by August 11,2025 (8:00 am CST). Emailed responses will only be considered. A determination by the Government not to compete this proposed contract based upon responses to this notice is at the discretion of the Government.
No reimbursement for any cost connected with providing capability information will be provided. The information provided herein is subject to change and in no way binds the Government to solicit for or award a contract.
