The justification rationale for restricting competition is this specific manufactured item is the only one that meets DoD requirements and is on the Defense Innovations Unit (DIU) Blue UAS (list https://blueuas.dia.mil), which meets the mission requirements of Search and Rescue (SAR), Intelligence Surveillance and Target Acquisition (ISR), Survey and Mapping Missions.

Based on the restricted procurement rules in regards to Commercial-off-the-Shelf (COTS) Unmanned Aircraft Systems (UAS), NCIS TSFO UAS requires the procurement of the FlightWave Edge 130 as it has been deemed as the only aircraft on the DIU Blue UAS list that meets mission requirements. Communication with the manufacturer confirmed that they do not have any resellers or distributors, they are the sole provider of the product.
