Amendment 0002 provides the following:
1. A revised version of Attachment J3, the Q&A, which provides a revised response to questions 31 and 122.
2. A revised version of Section L, Past Performance which clarifies that offerors may provide between (3) three, up to (5) five, contracts. Apart from these changes, no other changes are made.
Amendment 0001 provides the following:
1. Incorporate the following Clauses into Section I: FAR 52.204-19, FAR 52.204-24, and FAR 52.204-26;
2. Extend the solicitation closing date by four (4) days with proposals now due by 12:00 EDT on March 24, 2026;
3. Provide Attachment J3 - 030ADV26Q0054 which contains responses to offeror questions. All other terms and conditions remain the same.
The Library of Congress (Library) Veterans History Project (VHP) requires contracted services to support the production of a 45-minute documentary video on the evolution of the Project over the past 25 years, and the primary source materials derived from VHP’s archive. As an element of a celebration of VHP’s 25th Anniversary, the Library will post a three-minute trailer on the Library’s webpage (www.loc.gov) and other Library of Congress web properties.
To align with the objectives for the 25th anniversary event, the video, trailer and “sizzle reels” must adhere to the perspective of VHP’s history over the past 25 years, as well as the Library Communications Office’s standards. The Library of Congress is a non-partisan agency and the video must reflect this perspective.
The contractor shall produce a video documentary and trailer using Library of Congress Veterans History Project collections as well as original footage including interviews of key past and present staff and participants. The contractor shall market the video, using the trailer, and pitch it to various media (commercial and streaming network markets) outlets. Questions are due no later than 12:00 PM EST 03/06/2026.
Answers to potential offeror questions will be posted as an amendment to the same web page where the solicitation is posted. Proposals are due no later than 12:00 PM EST 03/20/2026.
