The U.S. Army Medical Research Acquisition Activity (USAMRAA) intends to award a Firm Fixed Price, sole source, contract on behalf of the U.S. Army Medical Research Institute of Infectious Diseases (USAMRIID) to Qiagen LLC, located at 19300 Germantown Rd Germantown, Maryland 20874-1415, under the authority as prescribed in FAR 13.106(b)(1) – Soliciting from a single source for purchases not exceeding the simplified acquisition threshold under the authority of simplified procedures for certain commercial items.
This new requirement is for Qiagen IPA Analysis Match Software, which is an all-in-one, web-based software application that enables analysis, integration, and understanding of data from gene expression, miRNA, and SNP microarrays, as well as metabolomics, proteomics, and RNA-seq experiments. The purpose of this requirement is to have the ability to perform software analysis of large amounts of data that require a systems-based analysis and to renew the five software licenses currently in use by the USAMRIID, DSD.
Qiagen LLC is the only vendor in the industry who possess the capability to execute these requirements within USAMRIID. Qiagen, LLC is the only vendor with an extensive knowledge database providing USAMRIID the ability to properly discover and research biomarkers for funded projects. Furthermore, the Qiagen’s IPA Analysis Match Software is the only software that provides the ability to predict causality (Causal Network Analysis).
This notice of intent is NOT a request for quotations (RFQ) and no solicitation document exists for the requirement; however, if a vendor challenges the basis for this requirement, please submit a capability statement that includes sufficient detail and with convincing evidence that clearly demonstrates the capability to provide these services. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
A request for documentation or additional information or submissions that only ask questions will not be considered as an affirmative response. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed with a sole source procurement.
Capability statements are due no later than 1300 Eastern Time, 21 April 2025.
