The Defense Health Agency Southeastern Healthcare Operations Contracting Division intends to negotiate on a sole source basis in accordance with FAR 13.106-1(b)(1) soliciting from a single source. The proposed manufacturer is Innovative Product Achievements (IPA), LLC; L1 Enterprises, Inc., located at 618 West Patrick Street, Frederick, MD 21702, is the exclusive authorized distributor for IPA scrubEx® at Naval Hospital Jacksonville, FL.

Naval Hospital Jacksonville has a requirement for a non-personal services contract to provide preventative and corrective maintenace of scrubEx® equipment. The Contractor shall provide preventive maintenance to include regularly scheduled preventive maintenance and inspections twice per year.

The Contractor shall provide corrective maintenance as required to include, repair, adjustment, calibration, parts replacement, software manipulation and upgrades or other action needed to return a piece of equipment to original manufacturer’s specifications following a failure, damage, or other incident that causes the product to no longer perform within the original specifications. The Contractor shall maintain the equipment within the original equipment manufacturer’s (OEM) specifications.

Only OEM/factory trained technicians are authorized to perform updates on software and annual preventative maintenance to include inspection and firmware update, proprietary software, repair parts and hardware associated to the medical equipment. The Contractor shall provide 24-hour technical phone support to include weekends, Federal Holidays exempt. There are not set-aside restrictions for this requirement.

The intended procurement will be classified under North America Industry Classification System (NAICS) 811210. This notice of intent is not a request for competitive proposals and no solicitation document exists for this requirement. However, parties interested in responding to this notice will need to submit technical data sufficient to determine capability in providing the required services, to include permission from the manufactuer.

All capability statements received by the closing date of this synopsis will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
