Below is a brief set of instructions from the Performance Work Statement (PWS) on what is needed for the Grenade Tops and Bottoms. The full PWS will be sent out at time of the formal request for proposal (RFQ). The referenced drawings are currently being finalized and will also be distributed along with the RFQ. The drawings are controlled documents and are not to be distributed.
Service to be provided is to correctly coat 17,600 sets of Grenade tops and Bottoms with a Conversion Coating following 7.3.1 of MIL-STD-171 and MIL-C-5541-Type II, Class 1A. Components consist of one grenade top and one grenade bottom, Reference drawing #13-19-1015 and #13-19-1016. Performance requirements are that All 17,600 sets will be correctly coated per contract, PWS document will go into further detail.
Product is used to provide an oxidation barrier on the grenade tops and bottoms and supports Army readiness. Deadline for deliverables is projected for June 1st, 2025. (deadline is subject to awarded contract date and subject to change) Requirements for the coating are specific and are detailed out in the PWS Part 3. Parts will be delivered and picked up at the contractor’s place of business by TEAD. Parts require special handling and packaging.
Packaging and instructions will be provided in PWS part 3. Parts must be conversion coated within 7 days of being machined. Delivery time, work hours, weekends etc. will need to be taken into consideration to ensure parts are coated within allotted time frame Below are a list of requirements for interested contractors. The Contractor shall be NADCAP certified. Proof of certification shall be supplied. The Contractor shall be within commuting distance from Tooele Army Depot.
Commuting distance comprises Davis, Salt Lake, Tooele, and Utah Counties. The Contractor shall be required to pass a First Article inspection test (FAT) for a quantity of 5 grenade tops and 5 grenade bottoms before beginning any further work. The 10 parts total will be inspected both by Tooele Army Depot (TEAD) and Pine Bluff Arsenal. The Contractor shall pass both inspection teams criteria. Additional practice parts can be supplied by TEAD, to allow development of the Contractor’s process.
In this event, the number of parts of each that will be supplied is negotiable. The Contract can be canceled if the Contractor does not pass the First Article test. In this event, Tooele Army Depot will be responsible solely for paying for the 10 first articles at the predetermined rate. The future contract awardee will be closely monitored and vetted by the Contract Officer Representative (COR) at TEAD.
Working with the Quality Manager, The COR will interview, inspect and verify the capacity of the awardee, and continue to monitor the quality of receivables from the contractor until all conditions are met.
