XAS System

SLAC National Accelerator Laboratory is operated by Stanford University for the Department of Energy. As a management and operating contractor, subcontracts awarded by the Laboratory are not Federal procurements, and are not directly subject to the Federal Acquisition Regulations in 48 CFR. Nonetheless, certain Federal laws, Executive Orders, and regulations may affect our DOE approved purchasing system, as required by statute, regulation, or contract terms and conditions.

SLAC National Accelerator Laboratory invites interested vendors to submit a proposal in accordance with the attached RFP proposal preperation requirement for the XAS System. Your proposal must be received no later than Friday, July 19, 2024, 4:00 PM PST, and be valid for 90 days after submission. Any request for clarification is due by Tueday, July 16, 2024. SLAC has a requirement for a U.S. domestic end item source of the following:

SLAC_RFP_34470_XAS.zip Marking of Proprietary/Confidential Information. Offerors shall properly mark and identify with a restrictive legend or information markings on pages of the proposal that contain Proprietary/confidential information. For Offeror to be eligible for a subcontract award with the University and the U.S. Department of Energy (DOE), Offeror shall be registered with the System for Award Management (SAM). Entities may register at no cost directly at the SAM website: https://www.sam.gov.

Included is Amendment 01 to the subject RFP to incorporate the updated Qualification Matrix Checklist that will be used to evaluate the offer. The revision includes the removal of the "Components" parameter while adding new parameters "Sample Changer" and "Detector Mount" to match SOW, XAS Instrument.

The RFP Due date remains the same – July 19, 2024 Please acknowledge receipt of this email and the Amendment by completing the information requested on Blocks 13A through 13D and returning to my attention on or before Friday, July 19, 2024.
