## Description

This requirement is for a sole source contract to L3 Harris Technologies. FEMA's Continuity Communications Division (CCD) has a requirement to purchase maintenance support for L3 Hawkeye IV Ku-Band SATCOM terminals in order provide communications to all ten (10) FEMA Regions, including Federal Regional Centers and the U.S. Territories.

The Continuity Communications Architecture (CCA) is a comprehensive information framework that describes the data, systems, applications, technical standards, and underlying infrastructure associated with NCP's continuity communications programs and systems. The need for Ku satellite communications, particularly to support Continuity communications that can withstand a full spectrum of all-hazard and continuity events, must always be functional and operational.

SATCOM communications is one of the primary resources that support Continuity of Operations (COOP), providing fixed and mobile systems to all ten (10) FEMA Regions, including Federal Regional Centers and the U.S. Territories. To support COOP, these systems must meet capability requirements, which at a minimum, includes reliable voice, video, data, and video teleconference (VTC) communications.

Based on the market research, L3Harris is the only vendor that can provide maintenance and repair services for L3 Harris equipment. The L3 equipment cannot be repaired by another vendor because it is proprietary.
