## Description

The Federal Aviation Administration (FAA), AAQ-570 has a requirement a to provide all labor, tools, equipment, materials, transportation, clean up, and supervision required to remove and replace boilers, appurtenances and piping elements of the central heating systems within the heating supply building including improvements to the structure housing the central heating system located in the FAA housing complex in Nome, AK. Maintain heating services during all phase of this effort.

Work shall be performed in accordance with approved plans and specifications; no deviations shall be permitted without appropriate approvals. Work to be accomplished by a Subcontractor, under the supervision of a Contractor Resident Engineer Provide locates of underground conduit, wiring and other potential obstructions. Provide means and method with actualized published schedule of activities. Establish the proposed disposal site and disposition for materials and equipment being removed by this effort.

Install and test and commission all equipment and materials being install under this effort. Provide quality assurance documentation during this effort. Transport personnel, parts, materials, and equipment to the site Remove debris on a daily basis. Provide photos and reports and upload them to the KSN site.

This requirement will be a total set-aside for Small Disadvantaged businesses and the Government intends to award a single firm fixed priced contract based upon the Request for Proposal (RFP) in accordance with AMS Policy 3.6.1.3.4 Set-Asides to Small Businesses Owned and Controlled by Socially and Economically Disadvantaged Individuals (8(a) Certified), Service-Disabled Veterans, Historically Underutilized Business Zones, Small Disadvantaged Business, Women Owned Small Business, and Economically Disadvantaged Women-Owned Small Businesses.

**NOTICE OF EXEMPTION:** The FAA has been exempted from several Federal laws and regulations as part of the 1996 DOT Appropriations Act. Some of the exemptions include the Federal Acquisition Streamlining Act of 1994, the Small Business Act, the Competition in Contracting Act, and the Federal Acquisition Regulations (FAR). The FAA’s Acquisition Management System (AMS), which became effective on April 1, 1996, is utilized in place of the FAR.
