Sources Sought Notice for Korean Vendors ONLY

This is an "Information Only" Sources Sought Notice, not a request for quotes, proposals, or bids. The purpose of this notice is solely for market research and informational purposes only. If your organization is a Korean vendor or authorized to operate in the Republic of Korea, please note the following. The Government is seeking information on the capabilities of Korean that can provide medical evacuation services from South Korea to the United States.

**GENERAL INFORMATION:** Per Federal Acquisition Regulation (FAR) 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract.

**Description of Work:** The contractor shall provide all vehicles, personnel, medical attendants, management, supplies, equipment, and necessary reporting for the provision of air ambulance transport, ground ambulance transport and medical evacuation services. The aircrew is expected to operate in compliance with all applicable requirements of the Federal Aviation Administrative (FAA) regulation in respect of its General Operation Manual for air operations.

Performance shall be according to the requirements in the Performance Work Statement and the Commission Accreditation of Medical Transport Services (CAMTS). The Contractor shall be Commercial Airlift Review Board (CARB) certified, CAMTS accredited, and have passed FAA inspections on all equipment, and have not been grounded by the FAA within the last year prior to award of this contract.

**Submission Instructions:** Qualified parties are invited to respond to this notice by 1:00 PM Korea Standard Time, January 17, 2025. Vendors will not be reimbursed for their submission. All questions and responses should be directed to Justine.b.vitug.mil@army.mil and kevin.r.devol.mil@army.mil. Respondents will not be notified of the results of the Army’s market research. The government will utilize the information for acquisition planning purposes.

All data received in response to this Source Sought Notice marked or designated, as corporate or proprietary information will be fully protected from release outside the Government. Responses received after the deadline or without the required information will not be considered. Since this is a Sources Sought announcement only, evaluation letters will not be issued to any respondent. Interested firms should submit information as to the capabilities, capacity and experience to perform the tasks set forth above. Interested firms must submit a statement of capability, which describes, in detail, the firm’s capability of providing medical evacuation services.

(1) Full name and address of the firm;

(2) Indicate if the firm is registered in the Department of Defense (DOD) System for Award Management (SAM) database, include Unique Entity ID and CAGE Code; and (3) List up to three (3) similar projects performed within the last five (5) years. Provide the following information for each project as much as possible:

a) Contract number and project title;

b) Name of contracting activity;

c) Administrative Contracting Officer’s name, current telephone number;

d) Period of performance (start date and completion date);

e) Basic contract award amount and final contract value;

f) Summary of contract work;
