## Description

The U.S. Army Engineer Research and Development Center (ERDC), Geospatial Research Laboratory (GRL) has a requirement for a new Water On Wheels (WOW) system to be procured on a sole source basis from EDGE Outreach, Inc., DBA WaterStep (CAGE Code: 6KUN0). ERDC-GRL requires the purchase of the WOW Cart for field support, investigations, troubleshooting, and further research improvement.

The WOW cart systems allow for remote production of bleach by combination of salt and water to aid in treatment requirements for reduction and removal of biofilm encrustation within relief well systems of dams and levees. WaterStep is currently the only provider of the WOW Cart with options for technical support. WaterStep only uses authorized product parts and servicing technical expertise for replacement and calibration of the technical instrument.

The Water on Wheels (WOW) Cart system, manufactured by WaterStep, is a portable water purification system. The chlorine gas generation/ infusion with a volumetric rate of 600 Gal/hr. plus an ultraviolet lamp to meet the government technical requirements. The flow of the system depends on the water quality and turbidity of the source water the system is processing. The demand is needed when water failures occur and in humanitarian or disaster relief situations on an installation.

The gas infusion is unique to the system to provide disinfection of the water and can be used for water treatment for drinkable water OR the system when used for treating dam and levee disinfection of biofilm material in relief wells can be used to clean out the relief wells. That production is at the 600 gallons/hr rate and the chlorine or bleach disinfectant can be filtered down for the drinkable water ratings which is much lower than the relief well treatment bleach levels.

The gas infusion of the unit is unique to Edge Outreach, Inc. DBA Waterstep, Org and the treatment trains that follow. This effort is in collaboration with the USEPA using in-kind contributions for the scale-up of the system and must be produced under requirements of the federal Safe Drinking Water Act, EPA’s Clean Water Act and the National Response Framework developed by the Federal Emergency Management Agency (FEMA).

The Government intends to procure from only one source under the authority of FAR 13.106-1(b)(1)(i). This notice of intent is for information purposes only. This notice is not a request for competitive quotes or proposals. A solicitation will not be issued. However, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. The information submitted must be provided in sufficient detail to demonstrate the vendor’s ability to fulfill this requirement.

The contractor must also provide a description of their past experience in fulfilling requirements which are the same or similar to this requirement and references for each. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this requirement on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
