## Description

The United States Army Corps of Engineers (USACE) Engineering Research and Development Center – Construction Engineering Research Laboratory (ERDC-CERL) in Champaign, IL has a requirement for laboratory equipment maintenance and repair services in the form of installation of a chip holder accessory upgrade, enabling more efficient live cell and lipid emulsion sorting in addition to routine maintenance work.

ERDC-CERL intends to award a purchase order on a sole source basis to On-Chip Biotechnologies (USA) Co., LTD in accordance with RFO FAR 12.102(a). The anticipated award date is 09/30/2026. Market research indicates that On-Chip Biotechnologies (USA) Co., LTD, is the only source for this requirement because they are the original equipment manufacturers (OEM).

On-Chip Biotechnologies Inc. is the only company with the necessary expertise, associated equipment, and proprietary knowledge to deliver and install the required repairs and chip holder accessory upgrade, and to provide testing services to verify that the installed accessory and cell sorter equipment function in accordance with the original factory-level functionalities.

Therefore, award will be made on a sole source basis to On-Chip Biotechnologies Inc. This is a notice of intent to sole source synopsis, not a solicitation or a request for competitive quotations. This is not a set-aside of any kind. Any interested party that believes they should be considered as capable of fulfilling this requirement should submit a capability statement of their related products or services to be reviewed for technical content.

Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete the contract based upon responses to this notice is solely within the discretion of the Government. All submissions will be considered, however there is no guarantee that submissions in response to this notice will in any way alter the Government’s acquisition strategy.
