## Description

The United States Army Corps of Engineers (USACE) Engineering Research and Development Center-Construction Engineering Research Laboratory (ERDC-CERL) READI team has a requirement to procure one (1) annual license for HOMER Grid software that will allow for use on three (3) computers concurrently. ERDC-CERL intends to award a purchase order on a sole source basis to UL LLC in accordance with FAR 13.106-1(b)(1).

UL LLC is the only source for satisfying the government’s requirements as they are the publisher and sole distributor of HOMER Grid software. HOMER Grid offers a unique platform for optimizing distributed generation resources based on multiple site factors. Other available tools appear to allow for design and optimization of particular types of generation, with photovoltaics being the most common, but do not appear to offer the combined analysis that HOMER performs.

HOMER Grid uniquely offers an evaluation of hybrid energy systems and microgrids which are the core competency of the ERDC-CERL READI Team. HOMER Grid will be used in conjunction with XENDEE Microgrid technoeconomic evaluation tools to produce better microgrid conceptual designs for ERDC-CERL customers. This is a notice of intent to sole source synopsis, not a solicitation or a request for competitive quotations. This is not a set-aside of any kind.

Any interested party that believes they should be considered as capable of fulfilling this requirement should submit a capability statement of their related products or services to be reviewed for technical content. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.

A determination by the Government not to compete the contract based upon responses to this notice is solely within the discretion of the Government All submissions will be considered, however there is no guarantee that submissions in response to this notice will in any way alter the Government’s acquisition strategy.
