Background: The United States Army Corps of Engineers (USACE) Engineering Research and Development Center – Construction Engineering Research Laboratory (ERDC-CERL) in Champaign, IL has a requirement for professional helicopter services to support Fort Cavazos (Texas) with its Integrated Natural Resources Management Plan (INRMP) to provide guidance for the implementation and management of natural resources on the Installation in accordance with the Sikes Act Improvement Act. Requirement: The ERDC-CERL Contracting Office, intends to solicit and award a single firm-fixed price contract for periodic helicopter flight services for the Fort Cavazos Directorate of Public Works (DPW) Natural Resources Management Branch to assist in its mission to provide Non-endemic Mammal Control Services at Fort Cavazos, Texas. These services are required for the monitoring and management of wild pig populations. In collaboration with ERDC-CERL, the data from these efforts shall be used to model populations of wild pigs (as well as other game ungulate species) that are used in invasive and game mammal management planning for the installation. The Contractor selected will be required to provide all management, supervision, personnel, tools, equipment, equipment replacement, repair parts, petroleum, oils, lubricants, fuel, and any other items necessary to perform 100 flight hours over a twelve (12) month period. This includes provision of a single turbine engine powered helicopter that can seat a pilot and up to 3 Government personnel, and provision of a meter for recording helicopter operating hours to the nearest 1/10th hour that is visible during operation. The Government is seeking to identify qualified sources under North American Industry Classification System (NAICS) 481211 (Nonscheduled Chartered Passenger Air Transportation). Capability statements from prospective sources are requested from companies that are able to perform considering the specific task breakdown above, scope and period of performance duration. for The Government will not reimburse respondents for any costs incurred in preparation of a response to this notice. Please reference the attached solicitation for all applicable provisions and clauses. Offers should include a technical description of the items being offered in sufficient detail to evaluate compliance with the requirements in the solicitation. This may include product literature, or other documents, as necessary. The overall proposal shall consist of three (3) Volumes: Technical, Contractor Qualifications, and Price. Volume I – Technical Functionality: Offerors shall provide documentation verifying contractor’s technical capability to meet the Government’s requirement as delineated in Section C of this solicitation. The proposal shall include the information required in FAR clause 52.212-1(b). Volume II – Contractor Qualifications and Experience: Offerors shall provide documentation verifying contractor qualifications. Minimum Personnel (Pilot) Qualification include: i. Federal Aviation Administration (FAA) issued commercial pilot certificate with a rotorcraft rating and a minimum of 4,000 hours of helicopter flight time. Shall have a current instrument rating, be a certified flight instructor, have an FAA issued medical certificate, and shall be rated to the type(s) of helicopter(s) used in support of this contract. Shall be required to maintain current Corridor Air Route Structure (CARS) flight altitude requirements through III Corps Flight Standards Branch. ii. Helicopter maintenance mechanic shall have a FAA issued Aircraft and Power Plant Mechanic certificate. The Contractor shall submit the mechanic’s relative years of experience on turbine helicopters and years of experience on each the type(s) of helicopter(s) used in this contract to the Contracting Officer at the time of proposal submission. iii. Pilots shall have recent experience in flying missions for aerial control of wild pigs, wildlife surveys, and wildlife habitat monitoring.
