## Description

Under the authority of FAR 6.302-1, the U.S. Army Corps of Engineers intends to require, on a sole source basis, a brand name requirement for the manufacturer Mircom to furnish the FX-2000 Series Fire Alarm Control Panel (FACP) for the new Acquisitions Management Facility (NC3) and the new Logistics Readiness Squadron (LRS) facilities to be constructed on Hanscom Air Force Base (HAFB). This NOI is combined for two (2) separate projects to be procured by separate contractors.

A Design-Build (D-B) contract for a new Acquisitions Management Facility (NC3) and a Design-Build (D-B) contract for a new Logistics Readiness Squadron (LRS). Hanscom Air Force Base has standardized fire alarm panels in buildings across the Base on the Mircom FX-2000 Series Fire Alarm Control Panel. Hanscom Air Force Base has in-house fire alarm technicians that maintain and service the fire alarm system and control panels across the Base.

By standardizing on Mircom’s FX-2000 Series Fire Alarm Control Panels rather than having panels from multiple vendors, the Government saves money on training needs for the fire alarm technicians. Hanscom Air Force Base has in-house fire alarm technicians that maintain and service the fire alarm system and control panels in approximately 75 buildings across the Base. By standardizing all FACPs across the Base, the fire alarm technicians have gained an expertise in the maintenance and servicing of the Mircom FACPs.

The ability to maintain and repair the FACPs in-house allows the fire alarm technicians to rapidly service malfunctioning FACPs rather than wait for a vendor’s service technician to arrive and diagnose the required repair and is key to keeping this important life safety system continuously functioning.

The intent of the sole source requirement is to provide a Network Automation Engine by Johnson Controls in both the new Acquisitions Management Facility (NC3) and the new Logistics Readiness Squadron (LRS) facilities to be constructed on Hanscom Air Force Base (HAFB). THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS.

It is a market research tool being used to determine the availability of other qualified sources that can meet the requirements identified above and inherent with the referenced Mircom FACP. The Government is not obligated to, and will not pay for any information received from potential sources as a result of this notice of intent. All responses received within 15 days of the posting of this notice of intent will be considered by the Government.

A determination by the Government to require the brand name for the FACPs for the NC3/LRS procurement based on this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purposes of determining whether to allow alternate system manufacturers.
