## Description

**SPECIAL NOTICE:** The FY24 NDAA provided separate authority to sole source specific Energy Resilience and Conservation Investment Program (ERCIP) projects where the utility system has been conveyed under 10 USC Section 2688 and only provides services to a military installation. The U.S. Army Corps of Engineers Louisville District (USACE) will be soliciting a proposal for the construction of the Fort Cavazos Network Enterprise Center (NEC) Microgrid.

As part of the construction contract solicitation, the USACE intends to include the following sole source requirement: Dominion Privatization Texas, LLC – Construct a microgrid consisting of a natural gas generating plant with provisions for sound reduction, Energy Storage System (ESS), photovoltaic array, microgrid controller, switchgear, and conductors.

Project will also include cybersecurity, environmental permitting, building information systems, commissioning, and an interconnection agreement with the utility provider. The generating plant will consist of two new generators along with the two existing RICE generators.

The microgrid/SCADA will include all electrical distribution equipment and controls needed to operate the system as a stand-alone autonomous electrical power system with capability to provide a future data link connection to the installation’s Utility Monitoring and Control System (UMCS).

The microgrid will provide resilience for the Network Enterprise Center (NEC) that provides connectivity and security to the DOD Information Network for critical command, control, communications, computers, and intelligence voice and data services in support of unclassified and classified networks.

**TYPE OF CONTRACT AND NAICS:** This contract will be for one (1) Firm-Fixed-Price (FFP) contract will be awarded to Dominion Privatization Texas, LLC. The North American Industrial Classification System Code (NAICS) for this effort is 237130 – Power and Communication Line and Related Structures Construction.

**CONSTRUCTION MAGNITUDE:** The magnitude of this construction project is anticipated to be between $10,000,000 and $25,000,000 in accordance with DFARS 236.204.

**ANTICIPATED SOLICITATION RELEASE DATE:** The Government anticipates releasing the solicitation on or about 30 May 2025. *This is not a solicitation for competitive proposals. This announcement serves as the Advance Notice for this project. Responses to this synopsis are not required.
