(UEI: c PZCKK1GKZ5S2) to for services to repair/replace the underground raceways and conduits that connect the Vehicle Gate’s Card Reader to the HQ Building, install a Lenel Intelligent Controller with Wireless Bridge Kit and Weatherproof Enclosure to act as a back-up system for the gate reader, and install a keypad with pedestal that will connect to the outbound gate’s motor to allow manual access to the gate. BFPE International was the first-tier subcontractor under PO W912PM22P0025 to provide services to make those repairs and upgrade the existing Access Control Security System and related electrical infrastructure which operated the building’s Common Access Card (CAC) Enabled Card Access Readers, the front Vehicle Access Point, and its Intercom Systems. As such BFPE was the original OEM installer certified to install and repair the affected system components. They possess an inimitable knowledge of the current system wiring and Lenel S2 Security System in place and possess the necessary clearances to work on the security system. **APPLICIABILITY OF AUTHORITY:** The Statutory authority permitting other than full and open competition for this acquisition is the and the Department of the Air Force Federal Acquisition Regulation Supplement (DAFFARS). FAR 13.106-1(b)(1)(i) justifies limiting the source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available. The purpose of this action is to provide notice of intent for which the Government intends to solicit and negotiate with only one source, BFPE, under the authority of Federal Acquisition Regulation (FAR) 13.106-1(b)(1)(i), for purchases not exceeding the simplified acquisition threshold, the Contracting Officer may solicit from one source if the Contracting Officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, brand-name or industrial mobilizations). This notice of intent is neither a request for competitive quotes nor a solicitation for offers. Interested persons may identify their interest and capabilities for fulling this requirement. All responsible source who believes they can meet all of the requirements in the attached Statement of Work may submit a capability statement, or quotation, which shall be considered by the agency.
