**9Dec24:** Attached to this notice is the Sign-in Sheet and Presentation conducted on 13Nov24. There is an industry day planned for 13 November 2024 at 0800-1500. The meeting will be held at Winslow Police Training Room, 708 W. Third Street, Winslow, AZ 86047. Upon conclusion of the meeting, there will be a tour of the project site. If you are interested in participating in the meeting and tour, please send your RSVP to Roger Minami at kinya.r.minami@usace.army.mil.

Contracting POC is Christina Chavez, send contracting questions to Christina Chavez at christina.chavez@usace.army.mil The U.S. Army Corps of Engineers, Los Angeles District (SPL) has an announcement regarding a new construction project on the Little Colorado River (LCR) at Winslow, AZ. This project is in the range of $50M-$100M.

SPL is seeking information from interested parties, including small businesses and small businesses owned by Native American Tribes, Alaska Native Corporations (ANCs) and Native Hawaiian Owned firms (NHOs) to execute this project. Anticipated award date is Q1, FY27. The overall objective is to reduce the life, safety and health risks caused by flooding of the LCR to the City of Winslow, the surrounding community and critical infrastructure. Project components include:

Removal and reconstruction of approximately 2,000 feet of the Ruby Wash Diversion Levee (RWDL) to its abutment with the Winslow Levee; Removal and reconstruction of approximately 3,500 feet of the Winslow Levee from its abutment with the RWDL to I-40 (includes levee segments under the bridges); Improvement of conveyance under the BNSF Railroad Bridge through channelization and salt cedar removal; Construction of a new levee segment parallel to I-40 (approximately 3,700 feet); Removal and reconstruction of the Winslow Levee from I-40 to a point 0.8 miles north of North Road, including setback of 1,600 feet; Flood warning system The total length of new and reconstructed levees would be approximately 22,570 feet (4.27 miles).

To aid in the Government’s Market Research and the Industry Day, please respond to this notice with the following information: Does your company have similar experience to this project? If so, please provide your experience in the last 6 years. Please include the project title, scope, location, customer, contract amount, award date, and completion date. Please provide no more than 3 contracts. What are some best practices from your company’s perspective that will help the Government prepare for this procurement?

Will you be interested in attending a follow-up online Webex form to discuss this project’s procurement strategy? What type of contracting vehicle / mechanism would you prefer to see? Firm Fixed Price? Fixed Price Incentive? Other? The Government is currently contemplating a 90-day advertisement period. Is this reasonable? If not, what would be considered reasonable?

Please provide an affirmative statement as to your firm’s ability to provide both payment and performance bonds in the reported magnitude of this acquisition. Please provide a narrative as to any other concerns your firm may have that might impact this project the Government should consider as part of this advertisement. Would your company be able to comply and provide Project Labor Agreement (PLA)?
