THIS NOTICE IS FOR SOURCES SOUGHT ONLY. THIS IS NOT A REQUEST FOR PROPOSAL ORINVITATION FOR BID. The tracking number for this announcement is W912P8-25-SS-0015.The purpose of this sources sought notice is to obtain insight into the interest, capabilities, and qualifications of firms; as well as assist the Government in preparing market research and establishing an acquisition strategy in support of this effort.

The U.S. Army Corps of Engineers, New Orleans District seeks qualified Construction firms interested and capable of providing construction services for Flood Control, Amite River and Tributaries, Louisiana, Comite River Basin, Comite River Diversion Project.

The work consists of excavation of a diversion channel, reshaping of the existing Comite river, excavation and riprap for the north tributary, placement of riprap and bedding material, construction dewatering, reinforced concrete for the diversion structure, driving of steel h-piles, semi-compacted fill, drainage ditch excavation, reinforced concrete pipe headwall, installation of reinforced concrete pipe, site grading, construction of access roads, asphaltic pavement, fencing, turf establishment, traffic control and coordination, and other related incidental work.

(The estimated time of completion is 670 calendar days for Base Work and an additional 200 days, if Optional Work is exercised, after receipt of notice to proceed.

On February 4, 2022, the President signed an Executive Order on the use of Project Labor Agreements for Federal Construction Projects (the "Order"), which requires the federal government to require a project labor agreement ("PLA") before awarding any "large-scale construction contract," defined as a contract for which the estimated cost is $35 million or more. PLAs are being evaluated in accordance with FAR 22.504(d); therefore, Flood control could be subject to the use of PLAs. It is requested as part of Market Research under this Sources Sought to provide responses to following:

1. Would the inclusions of PLAs in the Flood Control project affect your company bidding on the project? (Would you still provide a bid if PLAs are included)?

2. Would the inclusion of the PLA requirement affect your bid price? If so, would it increase or decrease your bid price, please provide an approximation of how much (either estimate dollar value or percentage of the affect)? The responses to this SOURCES SOUGHT must be emailed to Quinton Hamm , quinton.b.hamm@usace.army.mil no later than 2:00 P.M. CST, on Friday , July 11, 2025.Please include W912P8-25-SS-0015 in the subject line in your response.
