**Summer 2025 NAICS Code:** 541990 All other professional, scientific and technical services Size Standard: $19,500,000 Short Project Description: Rotary Wing Planner (This is not a SOLICITATION) This requirement is for Non-Personal Services to is for the contractor to maintain the Rotary Wing Aviation (RW AVN) portion of the overall exercise execution matrix (EXMAT) at the direction of the RW AVN Planning Lead. Participate in all JELC events relevant to the RW AVN exercise function.

Coordinate and synchronize RW AVN and other unit training needs, capturing all approved training events on the RW AVN exercise EXMAT. Synchronize the RW AVN EXMAT with the exercise EXMAT. Participate in all touch point, update and Northern Strike Planning Group internal meetings and coordination events. Provide all necessary support as required by the RW AVN Planning Lead in Local Area Orientation scheduling efforts during foundation week prior to exercise execution.

Provide all necessary support as required by the RW AVN Lead Planner when briefing Combined Arms Rehearsals and other coordination briefings prior to, and during execution with HICOM. During exercise execution, within a secure environment at Camp Grayling, MI, utilize multiple mission command and communications systems to receive, organize, and forward Aviation Support Requests to Rotational Training Unit Aviation headquarters with approval authority.

Qualified 15-series (or service equivalent) aviator within the last 15 years with familiarity of Aviation Battalion/Brigade Future Operations experience, Aviation Liaison Officer responsibilities to maneuver units, air assault planning experience, and preferably attack reconnaissance experience. Responses to this sources sought notice should include the following submittal requirements:

2. Provide a capability statement for the particulars of this effort, with appropriate documentation supporting claims of organizational and staff capability.

3. What type of work has your company performed in the past in support of the same or similar requirement?

4. Does your organization plan to utilize subcontracting or teaming arrangements to perform the services of this requirement?

5. Contractor acknowledges a clear understanding of all services specified in the DRAFT Performance Work Statement.

6. Contractor confirms full capabilities of completing the required services specified in the DRAFT Performance Work Statement. Along with the above, please review the below government Request for Information Request for Information: If possible, please provide answers to the following questions.

1. Are there specific requirements in the documentation that has the effect of limiting competition among potential vendors?

2. Are there an alternate NAICS other than 541990 that you believe is more appropriate for this requirement? If so, what is the NAICS and why? (This is not a SOLICITATION)
