## Description

Notice of Intent For Inside Washington Publishers The US Army Corps of Engineers (USACE) intends to award ‘Inside Washington Publishers’ (aka InsideEPA.com) . This license Allows access to InsideEPA .com up to 200 Headquarters readers access to latest environmental updates. A subscription to this news service will enable the HQ workforce to have advanced access to information that can directly impact ongoing and planned environmental activities across the enterprise.

This access includes information on emerging chemicals of environmental concern, such as PFAS, as well as proposed and final rules on a wide array of environmental actions of interest, all of which generate significant media and stakeholder interest. Given the sensitivities of all-things PFAS, it is imperative that our USACE division and districts do not unintentionally set precedent when it comes to taking PFAS-related actions.

A key component to not getting out ahead of policy and staying within our lane is for policy decision makers at USACE HQ have access to the most up-to-date information when it comes to federal policy and regulatory decisions regarding, PFAS, emerging chemicals of concern, and all other environmental issues. The service, InsideEPA.com is a necessary online research database that the HECSA HQ/ Library needs to support its customers.

This performance will be 1 Aug 2024 to 31July 2025 for the base year and (4) option years will be included in this purchase order. Unless and until another source is identified, no competition is sought. That is, Inside Washington Publishers is the only known source for this subscription. This is a special notice prepared in accordance with the requirements of FAR Section 5.2 Synopses of Proposed Contract Actions. There will be no posting of a solicitation.

IT and TELCOM - Web-Based Subscription PSC - D317 519290 - Web Search Portals and All Other Information Services. However, any firm that believes it can compete this requirement may give written notice to the Contracting Officer within Fifteen (15) days of publication of this announcement. Supporting evidence must be in sufficient detail to demonstrate the ability to comply with the requirement.

Responses received will be evaluated: however, a determination by the Government to compete the proposed procurement based on the responses to this notice is solely within the discretion of the Government. The U.S. Army Corps of Engineers intends on proceeding with awarding a fixed price purchase order to Inside Washington Publishers (aka InsideEPA.com ) for its services.
