Introduction: This is a Sources Sought market survey for informational and planning purposes only, in accordance with the Federal Acquisition Regulation (FAR) Part 10. No proposals are being requested or accepted with this announcement. The U.S. Army Corps of Engineers (USACE) – UMSB Contracting is conducting market research for the follow-on contract to support the Individual Terrorism Awareness Course (INTAC). The purpose is to identify parties who may be interested in and capable of performing this requirement. 2. Background: The INTAC program is a comprehensive, professional, resident training course that enhances the antiterrorism and force protection awareness posture of U.S. Army, Department of War (DoW), and other U.S. Government personnel. The course consists of a combination of classroom lectures and hands-on, performance-based training modules designed to provide realistic and challenging scenarios based on past events and current intelligence. The training prepares personnel who are considered to be at a medium-to-high risk from terrorism or criminal activity for their official travel and duties outside the Continental United States (OCONUS). 3. Requirement: The Contractor shall be required to provide all labor, equipment, materials, supervision, and contiguous training facilities necessary to conduct the INTAC training sessions and associated training modules. The core INTAC training is a multi-day session, supplemented by various optional modules that can be ordered as needed. See attached the DRAFT PWS. The Contractor will be responsible for providing and maintaining all necessary facilities, including road courses with varied configurations, firearms ranges, non-lethal shooting facilities, classrooms, and administrative and storage space for Government-furnished property. 4. Proposed Contract: The proposed contract is anticipated to be a Firm-Fixed-Price (FFP) Single Award Task Order Contract (SATOC) with a five-year ordering period. The estimated contract ceiling is approximately $10,000,000. The applicable North American Industry Classification System (NAICS) code is 611519, “Other Technical and Trade Schools,” with a size standard of $16.5 million. All business sizes are welcome to respond; however, small business vendors are highly encouraged. 5. Requested Information: Interested parties are requested to submit a capability package that is not a proposal but a statement regarding the company's existing experience and capabilities. Please include the following in your response: Organization name, physical address, CAGE Code, and Unique Entity ID. Socioeconomic Status (e.g., Small Business, Service-Disabled Veteran-Owned Small Business, etc.). A summary of your company's capability to perform and manage a contract of this scope and complexity. Include 3 examples of comparable work performed within the past five years, with a brief description, customer name(s) and contact information, and the dollar value. A description of the resources and personnel your company possesses to perform this work as the prime contractor. Discuss any services that would be subcontracted and the technical capabilities of those subcontractors. Your company’s current facility clearance status. Provide comments to the attached DRAFT PWS. 6. Specific Questions: In addition to the general information requested above, please provide detailed responses to the following questions. These responses will help us better understand your capabilities in relation to the specific needs of the INTAC program. Range and Type of Classes: Describe your experience providing a diverse range of training courses similar to those in the INTAC program, from basic firearms and driving to advanced modules like Tactical Combat Casualty Care (TCCC) and Vehicle Commandeering. How do you ensure curriculum remains current with evolving threats? Facilities and Environment: Detail your existing training facilities. Specifically address your capacity to provide multiple road courses (paved, unimproved, off-road), skid pads, varied firearms ranges (including \"drive-and-shoot\" ranges), and indoor non-lethal training areas that can be configured for realistic scenarios, all within 125 miles of the Pentagon. Instructor Training and Qualifications: What are your minimum qualifications and certification standards for instructors across the different training disciplines (driving, firearms, medical)? Describe your process for recruiting, training, and continuously evaluating instructors to ensure they are experts in their respective fields. Scalability of Classes: Explain your capability to provide a flexible and scalable training schedule. How would you accommodate both the core INTAC course for up to 30 students and concurrently offer smaller, specialized training modules for groups as small as 1-3 students on an as-needed basis? 7.
