## Description

Notice of Intent For William S. Hein & Co., Inc. (aka “HeinOnline) The Us Army Corps of Engineers (USACE) intends to award William S. Hein & co., Inc. (also known as “HeinOnline” going forward). HeinOnline is a premier online research platform that provides more than 211 million multidisplinary periodicals, essential government documents, case law and more.

William S. Hein and Co. is the manufacturer and distributer of the HeinOnline research databases including: HeinOnline U.S. Core Collection +, Water Rights & Resources, Indigenous Peoples of the Americas, and U.S. Federal Agency Library. The William S. Hein & Co., Inc. is the owner of the digital files that they scan and are the distributor of this content which is only available through the HeinOnline interface.

The unique curation of this content is an important research tool for the HQ/HECSA Library customer base, which includes HECSA, Headquarters, IWR, and the 249th Engineer Battalion, and the Army Audit Agency. HeinOnline has over 100+ databases that can provide relevant content with real facsimile of the original print. This improves the discoverability of relevant content with authoritative sources, as well the ease and speed that accompanies online searching.

The service, HeinOnline by William S. Hein & Co., Inc. is a necessary online research database that the HQ/HECSA Library needs to support its customers. This requirements performance will be 10 Feb 2024 to 9 Feb 2025 for the base year and (3) option years will be included in this purchase order. Unless and until another source is identified, no competition is sought. This is a special notice prepared in accordance with the requirements of FAR Section 5.2 Synopses of Proposed Contract Actions.

There will be no posting of a solicitation. IT and TELCOM - Web-Based Subscription PSC - D317 519290 - Web Search Portals and All Other Information Services. However, any firm that believes it can compete this requirement may give written notice to the Contracting Officer within Fifteen (15) days of publication of this announcement. Supporting evidence must be in sufficient detail to demonstrate the ability to comply with the requirement.

Responses received will be evaluated: however, a determination by the Government to compete the proposed procurement based on the responses to this notice is solely within the discretion of the Government. The U.S. Army Corps of Engineers intends on proceeding with awarding a fixed price purchase order to William S. Hein & Co., Inc. (aka HeinOnline) for its services.
