## Description

Notice of Intent For OCLC-(GREENCLASS) The US Army Corp of Engineers (USACE) intends to award OCLC-(GREENGLASS). This license Allows access to OCLC-GREENGLASS TO OUR Headquarter readers access to latest print-based data collection services.

A subscription to this service will enable the HQ workforce with the data preparation and decision-support services that enable analysis and visualization of the library print collection based on use data, holdings in other libraries, electronic availability, and other relevant data points. Greenglass service utilizes the World Cat catalog database as the source for holdings of other libraries that is necessary for this comprehensive analysis.

Their data analysis and visualization tools that will be accessible to the HQ/HECSA Library for a two-year period are already developed and have been used effectively by other libraries. These services will support the librarians’ efforts to make informed, data-driven decisions regarding print titles in the collection that should be retained, digitized, or deselected and support preservation efforts.

This includes identifying rare and unique materials in the collection, materials that are already digitized and accessible elsewhere, little used materials that are readily available in other library collections, identifying what is being circulated, and uncovering data integrity issues in records to support clean-up projects. The single source justification states that these services are highly specialized and require access to a large dataset of library catalogs for analysis.

OCLC's World Cat database is identified as the only resource capable of providing access to holdings from tens of thousands of libraries globally, including major institutions like the Library of Congress. OCLC's Greenglass service, utilizing the World Cat catalog, offers unique data analysis and visualization tools tailored for library collections, which have been proven effective in similar contexts.

No other provider offers a comparable service, making OCLC the single source for fulfilling this specific requirement. In essence, OCLC's World Cat database and associated services are deemed the single source because they provide unique capabilities essential for the comprehensive analysis and decision-making required by the HQ/HECSA Library, leveraging extensive library holdings data not available elsewhere. The period of performance will be 15 Aug 2024 to 14 Aug 2025 for one (1) year.

Unless and until another source is identified, no competition is sought. OCLC- (Greenglass) is the only know source for this subscription. This is a special notice prepared in accordance with the requirements of FAR Section 5.2 Synopses of Proposed Contract Actions. There will be no posting of a solicitation. However, any firm that believes it can compete this requirement may give written notice to the Contracting Officer within Fifteen (15) days of publication of this announcement. Supporting evidence must be in sufficient detail to demonstrate the ability to comply with the requirement. Responses received will be evaluated: however, a determination by the Government to compete the proposed procurement based on the responses to this notice is solely within the discretion of the Government. The U.S. Army Corps of Engineers intends on proceeding with awarding a fixed price purchase order to OCLC-(Greenglass) for its services.
