## Description

A sole sourced firm fixed-price contract was awarded to Arizona State University in accordance with Federal Acquisition Regulation 6.302-1 “Only one responsible source and no other supplies or services will satisfy agency requirements” for the required services entitled "Creation of a Shared Vision Planning Webtool for the Mekong River Commission".

This contract requires a contractor to provide environmental consulting services with ancillary software development to enhance an existing Shared Vision Planning Web-tool (SVP Webtool) that is currently hosted by the Mekong River Commission (MRC) Secretariat in Vientiane, Laos. The SVP Webtool was originally developed for the MRC by the Arizona State University Decision Theatre (ASU-DT) through a US State Department grant managed by the United States Geological Survey.

The MRC requires an update of the tool to meet user needs for transboundary negotiations. See the attached Justification for Other than Full and Open Competition for additional information.
