## Description

The U.S. Army Corps of Engineers, Charleston District, is considering a refinement to its acquisition approach regarding past performance submissions, with the goal of better aligning with current construction market conditions. Specifically, we are evaluating the use of a tiered minimum project value requirement based on the age of the project as a submission criterion only. Please note: this would not involve weighting projects differently during evaluation. All eligible projects meeting the criteria would be evaluated equally. An example of this proposed minimum submission requirement for a $10 million acquisition is as follows:

Projects completed within the past 0–3 years: Minimum value of $9,000,000 Projects completed within 3–5 years: Minimum value of $8,000,000 Projects completed within 5–10 years: Minimum value of $7,000,000 Only projects meeting the applicable minimum threshold based on age would be accepted for consideration in the past performance evaluation. Before implementing this approach, we are seeking input from industry partners to determine whether this method would be beneficial and appropriate.
