Note: This Synopsis is ONLY A NOTIFICATION that a solicitation is anticipated and forthcoming; no proposals are being accepted. The subsequent solicitation will result in a C-Type Stand-alone contract. Type of Contract & NAICS: This Request for Proposal will be for one (1) Firm-Fixed-Price (FFP) contract. The North American Industry Classification System (NAICS) code is 236220 – Commercial and Institutional Building Construction, with a Small Business size standard of $45M. Product Service Code: Z2JZ– Repair or Alteration of Miscellaneous Buildings Type of Set-Aside: This acquisition is being offered as a Full and Open with HUBZone Evaluation Preference. Construction Magnitude: In accordance with DFARS 236.204, the magnitude of this construction project is anticipated to be between $25,000,000 and $100,000,000. Selection Process: The contract will be solicited and procured via FAR Part 15, Contracting by Negotiations, Lowest Price Technically Acceptable (LPTA) source selection process in accordance with FAR 15.101-2. Anticipated Solicitation Release Date: The Government anticipates releasing the solicitation on or about 17 March 2026 and the approximate closing date is on or about 23 April 2026. Actual dates and times will be identified in the solicitation. Additional details can be found in the solicitation when it is posted. Period of Performance: The period of performance including all options is anticipated to be 1850 Calendar Days after the issuance of the notice to proceed. Description of Work: Building 110 Renovation includes renovations to the two existing hangars wings and the center three-story administrative space along with site improvements and lead based paint and asbestos abatement. Replace damaged soffit and canopy around the entire building. Install elevator to improve life safety egress deficiencies. Replace insulation located in walls. Replace office doors and fire doors. Replace composite vinyl tiles, ceramic tile, and base cove throughout entire building. Replace suspended ceiling grid throughout building. Repaint entire administrative area. Renovate restroom to include replacing toilets, urinals, sinks, and mirrors. Replace drinking water fountains. Replace HVAC systems such as exhaust fans, air handlers, condensers, rooftop exhausters, supply and return grills, ductwork, and thermostats. Light switches, receptacles, ceiling light panels, and exit lighting shall be replaced. Panel boards, transformers, wires, and conduit associated with electrical components shall be replaced. Fiber optic data cables and connectors shall be replaced. This project is fully designed, and all technical specifications and drawings will be provided at the issuance of the Solicitation.
