A new notice had to be created due to a system issues in PIEE. The bid abstract for the Gillem Enclave Forensics Laboratory is posted to both notices W912HN24B3004 and W912HN24B3104. Amendment 0002-Extends bid date from 4 June 2024 to 18 June 2024 to allow time to respond to ProjNet questions. Amendment 0001-Extends bid date from 31 May to 04 June 2024. Also adds information regarding PLA's. Final Solicitation and Construction Security Plan SCOPE OF WORK Construct a Forensic Laboratory. Primary facilities include administration areas, laboratory space, facility support area, covered hardstand (mobile laboratory area), organizational vehicle parking, Intrusion Detection System (IDS) installation, mass notification system, and Utility Monitoring and Control System (UMCS) connections. Measures in accordance with the Department of Defense (DoD) Minimum Antiterrorism for Buildings standards will be provided, plus enhanced AT/FP measures. Comprehensive building and furnishings related interior design services are required. Access for individuals with disabilities will be provided. Cyber Security Measures will be incorporated into this project. Sustainability/Energy measures will be provided. Facilities will be designed to a minimum life of 40 years in accordance with DoD's Unified Facilities Criteria (UFC 1-200-02) including energy efficiencies, building envelope and integrated building systems performance. Air Conditioning (Estimated 236 Tons). The design of the facility includes Risk Management Framework as required per DODI 8500.01 and 8510.01. The criteria include UFC 4-010-06 “Cybersecurity of Facility Related Control Systems” and ECB’s 2015-14 and 2018-11 for cybersecurity measures of the following systems: a. Electronic security systems (ESS) b. Energy monitoring and control systems (EMCS) c. Supervisory control and data acquisition (SCADA) d. Industrial control systems (ICS) e. Fire and Life Safety Systems. Supporting facilities will include site development, utilities, limited back-up power source, and connections, lighting, paving, parking, walks, curbs and gutters, storm drainage, information systems, landscaping, and signage.
