The Government must ensure there is adequate competition among potential pool of responsible contractors. Prior Government contract work is not required for submitting a response under this Sources Sought announcement. 1. AGENCY: United States Army Corps of Engineers (USACE) Europe District (NAU) 2. NAICS: 23611 Residential Building Construction 3. PLACE OF PERFORMANCE: Germany, Baumholder 4. ANTICIPATED PROJECT TITLE: FY25 PN093304 Family Housing Replacement 5. ACQUISITION INFORMATION: USACE NAU anticipates soliciting and awarding a stand-alone contract for the construction of 54 new Army Family Housing units across six buildings using design build procedures. The magnitude of construction is between $25,000,000 and $100,000,000. The construction completion period is anticipated to be 1,820 calendar days after the contractor receives the Notice to Proceed. This acquisition will be solicited for full and open competition (unrestricted). Small and Small Disadvantaged Business requirements are waived for this project due to its location Outside of the Contiguous United States (OCONUS). 6. PROJECT DESCRIPTION: The project involves constructing 54 family housing units in Baumholder, Germany, including living areas, kitchens, bathrooms, bedrooms, storage, garages, patios, and green spaces. SYNOPSIS: This Pre-Solicitation Notice provides the USACE NAU’s intent to award a FFP contract to provide fifty-four (54) new Army Family Housing units in Baumholder, Germany. The projects includes construction of living areas, kitchens, bathrooms, bedrooms, storage, garages, patios, and green spaces. Supporting facilities will include parking, utilities, lighting, walkways, and landscaping. The project follows DoD Antiterrorism standards, Army Family Housing guidelines, and incorporates sustainability, energy efficiency, and a 40-year life design. TYPE OF SET-ASIDE: This acquisition will be an unrestricted action under full and open competitive conditions. In accordance with FAR 19, all socioeconomic program considerations do not apply due to the OCONUS project location. SELECTION PROCESS: This requirement will use a Best-Value Acquisition Selection process in accordance with the United States Federal Acquisition Regulations (FAR) Part 15 and Part 37. The selection process will allow for a trade-off analysis between non-cost factors and cost/price factors, allowing the Government to accept other than lowest price proposal or other than the highest technically rated proposal to achieve a best value contract award. The project will be solicited under Full and Open competition and will be awarded as a FFP contract. The contract will be awarded and paid in Euros (€).
