Offers will be evaluated on the basis of Best Value to the Government, with Technical factors such as Personnel Qualifications, experience writing UASFLA-compliant appraisal reports, and experience with property appraisals involving sand, gravel and aggregate mining, when combined with Past Performance, being more important than price. Offerors must be fully registered in the System for Award Management (SAM.gov) to include current FAR and DFARS Representations and Certifications to be eligible to receive Federal awards.
