High mast lighting is up to 100 feet above ground level at some locations. These facilities are located along the Mississippi River from Minneapolis, Minnesota to Guttenberg, Iowa. Inspections shall include visually inspecting the luminary poles, their base plates, anchorage, and foundation, and assigning a condition for each element inspected IAW the coding guide from FHWA NHI 05-036, “Guidelines for the Installation, Maintenance and Repair of Structural Supports for Signs, Luminaries and Traffic Signals” published in March 2005. Specific inspection techniques are detailed in the Statement of Work, and include Ultrasonic Testing (UT) of anchor bars, Magnetic Particle Testing (MT) of weldments joining the pole to the base plate, torque testing of the anchor nuts, and use of spotting scopes/binoculars for high level visual inspections. Please see the SOW for complete inspection techniques, inspector qualification requirements, and inspection locations. Inspections shall be coordinated with Lockmasters at least 5 calendar days in advance, and take place Monday - Friday, 7:30 AM - 4:00 PM, except Federal Holidays.
