announcement constitutes a Source Sought Synopsis. This announcement seeks information from industry and will only be used for preliminary planning purposes. THIS IS NOT A SOLICITATION FOR BIDS AND NO CONTRACT SHALL BE AWARDED FROM THIS SYNOPSIS. Respondents will not be notified of the results of the evaluation. The Jacksonville District of the U.S. Army Corps of Engineers is seeking interest from prospective bidders for a potential fiscal year (FY) 2026 award of a contract to complete renovations of an existing hangar and adjacent building at Patrick Space Force Base. The Department of State (DoS), Bureau of International Narcotics and Law Enforcement Affairs (INL) has a requirement to provide aircraft interdiction services resulting in the need for facilities that support the aircraft used for these services. The renovated hangar and building will become the required facilities. The purpose of this sources sought is to gauge interest, capabilities, and qualifications of contractors that have design-build experience in completing similar projects. The scope of the contract will include HTRW abatement, design, and hangar/building renovations. The proposed project will be a Firm Fixed Price (FFP) contract. The Jacksonville District anticipates the issuance of a Request for Proposal (RFP) utilizing Two-Phase Design-Build Selection Procedures (FAR Subpart 36.3). No reimbursement will be made for any costs associated with providing information in response to this sources sought or any follow-up information requested. DESCRIPTION OF WORK: The project is located at Patrick Space Force Base in Brevard County, Florida an includes the renovation of existing Hangar 985 and Building 986. Hangar 985 and Building 986 are bounded by an aircraft apron to the north, an access road to the west and east, and a parking lot to the south. Existing aprons, parking, roads, and other adjacent facilities will remain in place and in operation during construction except for parking immediately south of Hangar 985 and the aircraft apron north of the project site which will be used for construction laydown areas. Hangar 985 will be unoccupied prior to the start of abatement and demolition activities. The contractor will be required to completely gut and refurbish Hangar 985 from the building envelope in. Enlarging the wings for operational and maintenance functions to create additional space will also be required. Contractor will renovate various spaces within Building 986 to improve the functionality of building services and eliminate current health hazards such as mold and bird droppings. A portion of the building will be occupied during renovations. Renovation of Building 986 will include the replacement of the existing hangar roof, replacement of the roof and roof structure of the east wing, replacement of bird netting in the hangar spaces, and the addition of fans and ventilation in those spaces as well as updates to the office spaces and building services for these office spaces. The project is not expected to reach any trigger points requiring upgrades to fire protection, antiterrorism/force protection (ATFP), accessibility, etc.; nonetheless, the project will ensure that the replacement of windows and doors will meet current ATFP requirements. The project site is generally flat with no significant drainage features on the project site. Landscaping is minimal. To the best extent possible, no alterations to the project site will occur except as required for infrastructure needed to support the facility renovation and reconstruction. The Jacksonville District of the U.S. Army Corps of Engineers will be holding an Industry Day event regarding the design, fabrication, delivery, and installation of a fiber reinforced polymer sector gate at the Canaveral Lock in Brevard County, FL. The Government seeks feedback from engineers and fabricators with experience overseeing complex projects, which will be used for preliminary planning purposes. Seeking specific information, a list of questions will be uploaded to the SAM.gov website under the subject Notice ID. The Government is requesting answers to questions regarding design, fabrication, delivery, installation, site preparation for this supply item. Description of Project Project scope is to replace the existing steel sector gate with a FRP (composite) gate that will be mated/coupled to the existing steel hinge and pintle assemblies. Similar to all navigation gates half of the hinge and pintle assemblies are mounted to the existing concrete recesses at the lock wall and the other half of those steel assemblies are mounted to the gates. The new FRP gate will be fabricated and delivered completely assembled by a contractor under a supply contract. The hinge and pintle assemblies that will hold the FRP sector gate will be made of the same steel they will mate to on the lock wall. The original design and construction completed in the 1965-66 time frame and weigh 183 kips and included a barge impact load case of 120 kips. The new gates will consider room for inspection and maintenance, storm debris, sediment and marine life. New gates will need to support a Manatee detection and protection system; which is currently maintained by a contract so detections will likely remain very similar with protection similar but adapted to the new gate configuration. The contract drawings will show the details and size of the mounting plate for that system, which will be located close to the miter on the upstream and downstream sides of the gates. The Government maintenance crews will dewater the monolith that holds the existing steel gates, jack and remove the gates from the lock to install the new gates. The contractor technical (FRP) representative will be on site for the gate installation to advise on the fit and finish of the gate. The final acceptance will be met when the gate is fully mounted and able to swing without any issue. Some consideration for the new FRP gate are as follows: All future repairs of FRP will likely occur on site at the lock. FRP UV damage is typically mostly cosmetic and with integral UV inhibitors can be applied to manage aesthetics. Training will be necessary for inspection and repair of the new FRP. Consideration will need to be given for maintenance items with respect to pintle and hinge replacement items, such as bushings, pins, balls and grease lines, and painting of steels components. The Canaveral Lock helps reduce tidal velocities in the Canaveral Harbor, prevents hurricane tides into the Banana River and acts as a tidal salinity barrier. There are reverse flow that go through the gates. Specific Project Challenges For the Canaveral Lock sector gate, this is a large gate size with radial, pieshaped geometry. The proposed plan is to construct the gate out of FRP material, but some steel components will be included because of the ductile properties of steel. It is proposed to have the hinge and pintle assemblies made from steel, as well as the channel for the wire rope. The plans show the steel pintle and hinge assemblies with gussets plates attached to the gate. The design life is 100 yrs. but some components of the gate will have to be replaced. Those repairs will be in the field. This gate is to be part of the standardize of the USACE portfolio. Therefore, some of the wear and tear components need to be easily procured within the US. The Government would like to learn from industry how they would approach fabricating this type of gate. There is a lot of flexibility on how the framing structure of the gate is achieved. One limitation is allowing water to flow through the straight sides of the gate while the gate is moving. Those openings will need to be screened or grated to allow for water flow when opening and closing the gate, and to reduce the weight of the gate. It will need to be rigid enough to prevent manatees and other marine life from damaging it and gaining access within the gate. Environmental Conditions Manatee protection system is maintained by separate contractor. The function, installation, repair and removal will be done by that service contractor as required by the Government. NEPA coordination will be done for the Manatees. Manatee observers will be under contract to watch for manatee during the dewatering period. The coordination with the resource agency will be completed prior to dewatering the lock to remedy any potential issues with NEPA compliance. Similar to all navigation gates half of the hinge and pintle assemblies are mounted to the existing concrete recesses at the lock wall and the other half of those steel assemblies are mounted to the gates. The new FRP gate will be fabricated and delivered completely assembled by a contractor under a supply contract. The hinge and pintle assemblies that will hold the FRP sector gate will be made of the same steel they will mate to on the lock wall. The original design and construction completed in the 1965-66 time frame and weigh 183 kips and included a barge impact load case of 120 kips. The new gates will consider room for inspection and maintenance, storm debris, sediment and marine life. New gates will need to support a Manatee detection and protection system; which is currently maintained by a contract so detections will likely remain very similar with protection similar but adapted to the new gate configuration. The contract drawings will show the details and size of the mounting plate for that system, which will be located close to the miter on the upstream and downstream sides of the gates. The Government maintenance crews will dewater the monolith that holds the existing steel gates, jack and remove the gates from the lock to install the new gates. The contractor technical (FRP) representative will be on site for the gate installation to advise on the fit and finish of the gate. The final acceptance will be met when the gate is fully mounted and able to swing without any issue. Some consideration for the new FRP gate are as follows: All future repairs of FRP will likely occur on site at the lock. FRP UV damage is typically mostly cosmetic and with integral UV inhibitors can be applied to manage aesthetics. Training will be necessary for inspection and repair of the new FRP. Consideration will need to be given for maintenance items with respect to pintle and hinge replacement items, such as bushings, pins, balls and grease lines, and painting of steels components. The Canaveral Lock helps reduce tidal velocities in the Canaveral Harbor, prevents hurricane tides into the Banana River and acts as a tidal salinity barrier. There are reverse flow that go through the gates. Specific Project Challenges For the Canaveral Lock sector gate, this is a large gate size with radial, pieshaped geometry. The proposed plan is to construct the gate out of FRP material, but some steel components will be included because of the ductile properties of steel. It is proposed to have the hinge and pintle assemblies made from steel, as well as the channel for the wire rope. The plans show the steel pintle and hinge assemblies with gussets plates attached to the gate. The design life is 100 yrs. but some components of the gate will have to be replaced. Those repairs will be in the field. This gate is to be part of the standardize of the USACE portfolio. Therefore, some of the wear and tear components need to be easily procured within the US. The Government would like to learn from industry how they would approach fabricating this type of gate. There is a lot of flexibility on how the framing structure of the gate is achieved. Respondents will not be notified of the results of the evaluation. The Jacksonville District of the U.S. Army Corps of Engineers is seeking interest from prospective bidders for a potential fiscal year (FY) 2026 award of a contract to complete renovations of an existing hangar and adjacent building at Patrick Space Force Base. The Department of State (DoS), Bureau of International Narcotics and Law Enforcement Affairs (INL) has a requirement to provide aircraft interdiction services resulting in the need for facilities that support the aircraft used for these services. The renovated hangar and building will become the required facilities. The purpose of this sources sought is to gauge interest, capabilities, and qualifications of contractors that have design-build experience in completing similar projects. The scope of the contract will include HTRW abatement, design, and hangar/building renovations. The proposed project will be a Firm Fixed Price (FFP) contract. The Jacksonville District anticipates the issuance of a Request for Proposal (RFP) utilizing Two-Phase Design-Build Selection Procedures (FAR Subpart 36.3). No reimbursement will be made for any costs associated with providing information in response to this sources sought or any follow-up information requested. DESCRIPTION OF WORK: The project is located at Patrick Space Force Base in Brevard County, Florida an includes the renovation of existing Hangar 985 and Building 986. Hangar 985 and Building 986 are bounded by an aircraft apron to the north, an access road to the west and east, and a parking lot to the south. Existing aprons, parking, roads, and other adjacent facilities will remain in place and in operation during construction except for parking immediately south of Hangar 985 and the aircraft apron north of the project site which will be used for construction laydown areas. Hangar 985 will be unoccupied prior to the start of abatement and demolition activities. The contractor will be required to completely gut and refurbish Hangar 985 from the building envelope in. Enlarging the wings for operational and maintenance functions to create additional space will also be required. Contractor will renovate various spaces within Building 986 to improve the functionality of building services and eliminate current health hazards such as mold and bird droppings. A portion of the building will be occupied during renovations. Renovation of Building 986 will include the replacement of the existing hangar roof, replacement of the roof and roof structure of the east wing, replacement of bird netting in the hangar spaces, and the addition of fans and ventilation in those spaces as well as updates to the office spaces and building services for these office spaces. The project is not expected to reach any trigger points requiring upgrades to fire protection, antiterrorism/force protection (ATFP), accessibility, etc.; nonetheless, the project will ensure that the replacement of windows and doors will meet current ATFP requirements. The project site is generally flat with no significant drainage features on the project site. Landscaping is minimal. To the best extent possible, no alterations to the project site will occur except as required for infrastructure needed to support the facility renovation and reconstruction. The purpose of this sources sought is to gauge interest, capabilities, and qualifications of contractors that have design-build experience in completing similar projects. The scope of the contract will include HTRW abatement, design, and hangar/building renovations. The proposed project will be a Firm Fixed Price (FFP) contract. The Jacksonville District anticipates the issuance of a Request for Proposal (RFP) utilizing Two-Phase Design-Build Selection Procedures (FAR Subpart 36.3). No reimbursement will be made for any costs associated with providing information in response to this sources sought or any follow-up information requested. DESCRIPTION OF WORK: The project is located at Patrick Space Force Base in Brevard County, Florida an includes the renovation of existing Hangar 985 and Building 986. Hangar 985 and Building 986 are bounded by an aircraft apron to the north, an access road to the west and east, and a parking lot to the south. Existing aprons, parking, roads, and other adjacent facilities will remain in place and in operation during construction except for parking immediately south of Hangar 985 and the aircraft apron north of the project site which will be used for construction laydown areas. Hangar 985 will be unoccupied prior to the start of abatement and demolition activities. The contractor will be required to completely gut and refurbish Hangar 985 from the building envelope in. Enlarging the wings for operational and maintenance functions to create additional space will also be required. Contractor will renovate various spaces within Building 986 to improve the functionality of building services and eliminate current health hazards such as mold and bird droppings. A portion of the building will be occupied during renovations. Renovation of Building 986 will include the replacement of the existing hangar roof, replacement of the roof and roof structure of the east wing, replacement of bird netting in the hangar spaces, and the addition of fans and ventilation in those spaces as well as updates to the office spaces and building services for these office spaces. The project is not expected to reach any trigger points requiring upgrades to fire protection, antiterrorism/force protection (ATFP), accessibility, etc.; nonetheless, the project will ensure that the replacement of windows and doors will meet current ATFP requirements. To the best extent possible, no alterations to the project site will occur except as required for infrastructure needed to support the facility renovation and reconstruction. The new FRP gate will be fabricated and delivered completely assembled by a contractor under a supply contract. The original design and construction completed in the 1965-66 time frame and weigh 183 kips and included a barge impact load case of 120 kips. There are reverse flow that go through the gates. Specific Project Challenges For the Canaveral Lock sector gate, this is a large gate size with radial, pieshaped geometry. The proposed plan is to construct the gate out of FRP material, but some steel components will be included because of the ductile properties of steel. It is proposed to have the hinge and pintle assemblies made from steel, as well as the channel for the wire rope. The plans show the steel pintle and hinge assemblies with gussets plates attached to the gate. The design life is 100 yrs. but some components of the gate will have to be replaced. Those repairs will be in the field. This gate is to be part of the standardize of the USACE portfolio. Therefore, some of the wear and tear components need to be easily procured within the US. The Government would like to learn from industry how they would approach fabricating this type of gate. There is a lot of flexibility on how the framing structure of the gate is achieved. One limitation is allowing water to flow through the straight sides of the gate while the gate is moving. Those openings will need to be screened or grated to allow for water flow when opening and closing the gate, and to reduce the weight of the gate. It will need to be rigid enough to prevent manatees and other marine life from damaging it and gaining access within the gate. Environmental Conditions Manatee protection system is maintained by separate contractor. The function, installation, repair and removal will be done by that service contractor as required by the Government. NEPA coordination will be done for the Manatees. Manatee observers will be under contract to watch for manatee during the dewatering period. The original design and construction completed in the 1965-66 time frame and weigh 183 kips and included a barge impact load case of 120 kips. New gates will need to support a Manatee detection and protection system; which is currently maintained by a contract so detections will likely remain very similar with protection similar but adapted to the new gate configuration.
