This procurement is being conducted on a sole-source basis in accordance with the authority at FAR 13.106-1(b)(1), as only one source is reasonably available. The Peoria Lock and Dam requires this genuine OEM winch to ensure operational compatibility with a vessel specifically engineered by the Marine Design Center (MDC). Due to proprietary engineering data, unique physical dimensions, and specific integration requirements, Schoellhorn-Albrecht is the only source capable of providing a winch that is physically and functionally interchangeable with existing assets. This sole-source requirement is based on the need for a direct, bolt-in replacement that matches the vessel's pre-fabricated foundation, drum geometry, line pull capacity, and integrated Direct Torque Control (DTC) system, thereby ensuring operational safety and leveraging the Government's existing spare parts inventory.
