## Description

Award was made to Dubuque Barge and Fleeting Service Company out of Dubuque, IA on a sole source basis because the closest available drydock is Dubuque Barge and Fleeting Service Company (Newt Marine Service), which is located in Pool 11, roughly 23 river miles away. The vessel currently has leaking steering rudders that are in need of immediate inspection/repair. Operating in this condition is unsafe and could result in the vessel taking on a significant amount of water. It is unsafe for the vessel to attempt to travel long distances under this condition which is why other drydocks are not an option.
