Army Corps of Engineers (USACE), Walla Walla District, is issuing this Intent to Sole Source to inform industry of the intent to solicit and negotiate solely with the Walla Walla County Sheriff’s Office for Law Enforcement Services. A determination not to compete this proposed contract has been made Pursuant to 10 U.S.C. 2304(c)(1), as implemented by FAR 13.106-1(b)(1), Soliciting from a Single Source. For purchases not exceeding the simplified acquisition threshold, contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available. This procurement is being conducted under Simplified Acquisition Procedures, only one source is reasonable available. The Corps has proprietary jurisdiction within federal regulations over all CORPS administered lands and waters, and the Walla Walla County Sheriff has jurisdiction to enforce all state and local laws that exist. This requirement is to provide services for Law Enforcement Patrol at Mill Creek Project, Walla Walla, WA. The North American Industry Classification System (NAICS) for this requirement is 922120, Police Protection Services. This notice of intent is not a formal solicitation or request for competitive proposals. No solicitation document is available and telephone requests will not be honored. No award will be made on the basis of quotations or offers received in response to this notice. Any response to this notice must show clear, compelling and convincing evidence that competition will be advantageous to the Government.
