US Army Corps of Engineers (USACE) Seattle District is seeking information regarding capability, level of interest and availability of sources for an upcoming requirement to update Cultural Site Records (CS-R) and an updated evaluation of eligibility for the National Register of Historic Places (NRHP) for approximately 100 sites in the Libby-Jennings Archaeological District (LJAD) in Lincoln County, Montana. BASED ON THE RESPONSES TO THIS SOURCES SOUGHT NOTICE/MARKET RESEARCH, THIS REQUIREMENT MAY BE SET-ASIDE FOR SMALL BUSINESSES (IN FULL OR IN PART) OR PROCURED THROUGH FULL AND OPEN COMPETITION. All Small Business Set-Aside categories will be considered. CONTRACT INFORMATION: Firm Fixed Price. The anticipated Award Date for this requirement is July 2024 with a Period of Performance consisting of one (1) twelve (12) month base period and two (2) twelve (12) month options. The applicable NAICS code for this requirement is 541720 Research and Development in the Social Sciences and Humanities with a Small Business Size Standard of $28M. The Product Service Code is B503 SPECIAL STUDIES/ANALYSIS- ARCHEOLOGICAL/PALEONTOLOGICAL. IT IS THE RESPONSIBILITY OF POTENTIAL OFFERORS TO MONITOR THE GPE FOR ADDITIONAL INFORMATION PERTAINING TO THIS REQUIREMENT.” REQUIRED CAPABILITIES: For this requirement, the Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform the background research, fieldwork, site form updates, and completion of the LJAD NPS 10-900 DOE form. The overarching goal of the contract is to complete site forms based on current conditions and provide updated NRHP eligibility recommendations for each site within the LJAD, including the district as a whole. To meet this goal, the Contractor will need to systematically revisit each accessible archaeological site within the LJAD. These site visits will consist of compiling a Cultural Sites and Architecture/Engineering Record form (CS-R) for each site per the Montana State Historic Preservation Office (MTSHPO) guidelines. This includes assessing the current conditions and NRHP eligibility of each site per the regulations found at 36 CFR § 60.4. This work will culminate in creating an updated database of all site forms for all the archeological sites within the LJAD, including a NPS 10-900 form for the district itself. The NPS 10-900 form for the district will follow NPS NRHP Bulletins 15, 16a and 36. See Attachment The resulting contract from this solicitation will be a Firm Fixed Price, Indefinite Delivery/Indefinite Quantity (ID/IQ), Single Award Task Order Contract (SATOC). All work will be ordered via Task Order. No work will begin prior to a Task Order being issued. The full quantities are expected to be ordered over the three year period. This is a non-personal service(s) contract to provide perform fieldwork to document current site and district conditions and compile updated Montana Cultural Site Record (CS-R) site forms for 94 sites in the Libby-Jennings Archaeological District (LJAD) at Lake Koocanusa, Lincoln County, Montana. Each of the site form updates, based on current conditions and past work conducted, will include an updated evaluation of eligibility for the National Register of Historic Places (NRHP). In addition to the individual site form updates, the contract will be to compile a National Park Service (NPS) 10-900 Determination of Eligibility (DOE) form for the LJAD that outlines the current understanding of the district, defines the contributing and non-contributing sites, updates the significance criteria, and describes the period of significance for the archaeological district. The final step is to compile a technical report and GIS database of the site data collected during fieldwork.
